Nah. I'd want it the other way around. Having a big stack is advantegous and cuts down your losses, so you should rather pay more than less.
I'd also want an upkeep system so you have to pay for the creatures you have each day, in ermine creature costs could go down a bit.
You don't necessarily need to break things down to be allowed to produce both alternatives.
You could separate the creatures home dwellings from the training dwellings. Which creatures lives in your town could be something which you decide in the town hall (and possibly cost a sum of money to attract a new type of creature). Which creatures you train you can decide on a per level basis. (Working like the creature portal, but you get to pick which creatures will appear on the various slots.) The main difference from the creature portal would be that you produce what you've selected, and if you want to produce something else then you must choose whether you want to buy out the creatures available for recruitment or if dismiss them.
