Quick Walkthrough
Ok, so I had a couple of people asking for help with this yesterday in Gamespy so here's a quick walkthrough.
After you've downloaded the Util you have to unzip it, so do that but make sure you remember where you put it.
1. Then go to the Windows Start menu and click Run.
2. Browse until you get something like this; ""E:games/3DO/Heroes of Might and Magic IV/maps/Testmaps/H4UTIL.EXE"
3. Bring up this: "E:games/3DO/Heroes of Might and Magic IV/maps/TestmapsH4UTIL.EXE" and then type in '-wr1' after and hit enter.
So it would look like this:"E:games/3DO/Heroes of Might and Magic IV/maps/Testmaps/H4UTIL.EXE" -wr1
(Note: THe number '1' means it will generate a small map. 2 = medium, 3 = large, 4 = XL.)
4. Now the Random Map Generator should have popped up. Fool around with the settings, and when you're ready hit the 'Generate' button. A map named 'Random Map 1312431432.h4c' should be in the same directory that the Util is in.
5. This new random map is a Gathering Storm map so you have to change its version, unless you're using GS.
To do this you do it just like you made a map. Go to run and type in this: "E:games/3DO/Heroes of Might and Magic IV/maps/Testmaps/H4UTIL.EXE" -wv1 Random Map 1312431432.h4c. (In this case wv1 stands for: write version h4 normal. 2 would be GS, and 3 is WOW.)
6. Now go to your folder where the util is and look for a map named Random Map 13124314321.h4c. (I actually rename all my randoms so I don't have to type in the long number. RandomA, RB, etc.)
7. Now you can play, and look at in the editor, the random map with normal h4. It takes a little practise with the settings before you'll get a decent map but it's kinda fun.

I have Heroes IV Completed (both expansions installed) and fully patched (don't have Equilibris, but doesn't matter?) My computer is 64bit Windows 7. My problem is, that when I try to play the created random map, it says "File Random Map #1300890208 is bad". So the game recognizes the random map but I can't play it. Also, map editor wont open it. It doesn't matter what size of random map I try to play. I have also tried to chance the version of the map with [wv#] command but it wont help.
So, could anyone help me, please?

Didn't help. But I located the error. It's the expansion. I unistalled both of them and it works! It doesn't matter if I can't use the expansions elements.
I think the lag was this: when I started the h4util via CMD, it said something "missing semicolon" at one line. It doesn't say it when I create a random map in Vanilla version (which works). Strange...
Edit: The map wont work if CMD says:
------------------------------------
Processing Script ... CurDay=f_CurDay();
must be lvalue
CurDay=f_Curday();
missing semicolon
-----------------------------------
CurDay could mean current day and lvalue=level value. Maybe the map wont find the starting day? Also, this error is in the Vanilla version too. I'll just delete the map, if the CMD says that line.
