Level 1 - Slow is best here by far!

Level 2 - Blind is great even whitout spell mastery!

Level 3 - Animate dead (for necro) Anti-magic (for others)

level 4 - Berserk (for evil) Town Portal/Resurrection (for goodies)

level 5 - Dimension Door

I consider Fly/DD/TP forbiden. So:

Level 1: Slow, Haste, Bless
Level 2: Blind, Vision
Level 3: Antimagic, Forgethfulness
Level 4: Armagedon, Berserk
Level 5, Implo, Summon elementals

the spells that give you movement advantage (DD, fly, and TP) own all.   in heroes 2, where there was no cap on the # of times you could dimension door, it was a monster.  

the spells that give your troops bonuses or enemy troops weaknesses are the next level of own.   mass slow is a killer.

finally theres the direct dmg spells which are ok in certain situations.      i like to use them in hit and runs, mostly to thin out their 7th level creatures.

There is a reason why almost all creature damage/speed etc. intensifying spells were improved A LOT in Heroes 5 compared to 3 (bloodlust from 6 to 12 etc, losing only 50% Initiative when casting Mass spells etc). And why, with respects to some classes and situations (such as Warlock's luck), damage spells, especialy high level ones, were actualy downgraded compared to H3. I loved and still do love H3 probably more than I will ever love H5, and I have played so many multi games that I can't remember most of them, but the game had incredible number of serious flaws: one of the most crucial for me were insanely powerful artifacts and too rich maps allowing Might heroes (which HAD to be picked up 90% of the time with regards to map and regulations) to reach abnormal levels in magic department: and I do not mean magic schools, I mean reaching SP and K above 10 or 15, or even more when there are more Utopias on the map. In those kinds of situations it is almost always better to cast Implosion on opponents Archangels or whatever his 7th level is, if possible, because the game is so made that the difference between powerful level 7 and all other units, with respect to Nagas, Dread Knights, and sometimes Crusaders, is so too large that cannot be bypassed trough any force, not even force enchanced with Mass Bless, Bloodlust, Prayer etc. One simply has to face the fact that Expert Implosion with SP 10 does 1050, and with SP 20 1800 points of damage. Which is 4/7 Archangels. And that cannot be countered by blessing, which effects mostly lower level units, which cannot even scratch level 7 units most of the time. Yes, there are times when those spells can be good: bless the Titans to go from average 50 to 60 damage per Titan, if you have plenty Titans it can be justified, but those are rare situations. Man, I wrote too much for my own good So here are the best spells in the game imo, which mostly means these were the spells I hated the most because of their off balance, some I excluded because they appeared so rarely in Endfights (like Berserk, yet less Expert Berserk):

Level 1: Slow (by far, best spell vs neutrals even compared to damage spells), Haste, View Air (totaly imbalanced level 1 jewel)
Level 2: Lightning (zap, zap, zap... boring), Blind, Visions (since Diplomacy was also horribly imbalanced...)
Level 3: hmmm... I have to much to pick here... Animate Dead. If you're not a Necro? Well, then you just skip this or prey for those mega rear situations where your Force Field will get you through a game decisive fight.
Level 4: Town Portal (lol, have they TESTED this game? #1), Chain Lightning (easy to get and quite potent at times), Armageddon (totaly imbalanced in an all known combo, fortunately rarely seen)
Level 5: DD (lol, have they TESTED this game? #2), Fly (lol, have they tested this game? #3), Implosion (total killer of all but Black Dragons), Ressurection

But I have to admit, 3DO managed to make a game where 2 spells of 3 were ridicilously useless compared to that other third, and it is still one of the three games of mine of all time, and the one I played the most in my life.

Depends really if you're fighting creeps, or you're fighting a human/AI player.

Generally i'd say:
1: Bless/Slow
2: Blind
3: none really spring to mind
4: Town Portal/Beserk (I know it's not allowed in tourneys, but z0mg soooo strong )
5: Dimension Door/Fly/Implosion

My favorites would have to be:

Level 1: Slow (w. Haste and Bless close runner-ups).
Level 2: Blind (nothing came close).
Level 3: Forgetfulness (only really useful spell at level 3 except Animate Dead for Necropolis).
Level 4: Town Portal (runner-ups: Resurrection and Clone).
Level 5: Summon Air Elemental (just kidding - Dimension Door, of course).

Oh, all those memories.

if u're using cheats and start eary, the spell of titan's thunder is really good for a lvl 5 without losing any spell points lol

Can someone explain how sacrifice works? I've a hacked version of WoG, and half the text is missing o.O

Now, so i dont get chastised for out-of-topic post, here are my five:

Level 1: Mass slow/curse
Level 2: Lightning/Blind/Earthquake (helps me sometimes)
Level 3: Animate Dead (Necro)/Forgetfulness, i suppose
Level 4: meteors
Level 5: Implode/Fear
