Royal Griffin, Grand Elf and Iron Golem are raw 3 lvl. Royal Griffin vs Vampire Lord or Power Lich, if Crusader don't in battle (as Crusader vs Power Lich). Fact!

How can any 3rd level creature be rated better than Ice Elementals?
Just look their hitpoints in combination with shooting....

Ice elementals have some of the best level 3 stats, but the combination of their stats, doesn't seem very fortunate.
On their own, ice elementals are vulnerable. Losing out to at least 3-4 other level 3 units.
In a team, grand elfs outperforms them in damage.
They're a slow unit for the conflux. They're unecessary to drag along. Their growth rate makes them even less useful in-game, than what their stats tells us.

Emm, I have yet to see a chinese map which does not involve some major cheat, be it duplicate events, phoenix or admiral hat bugs. Not even mentioning their wog maps, with a ghost dwelling well placed always.

Grand elves are the best as for me.
But cerberus could be best too, if not one bad their thing: large fork of damage: 2-7.

Because Ice Elementals are rubbish in the context of Conflux.
When I rate units, I generally do so based on how useful they are to someone playing that town, rather than stats or who would win. That's why I rank Dragonflies much higher than Ice Els. Would Dragonflies win in a 1v1? I highly doubt it. But Dragonflies fill an essential role in Fortress armies, while Ice Elementals are hardly an improvement on Storm Elementals and in some ways are even weaker (ATT, speed and Max dam are actually LOWER than Storm Elementals).
So if you're talking about lining up 3rd level creatures and having them fight each other, then yeah, Ice Elementals are pretty great. But in terms of usefulness to their respective town, Ice Elementals pale in comparison to creatures like Royal Griffins, Grand Elves and the aforementioned Dragonflies.
That's probably less the fault of the Ice Elementals so much as the Storm Elementals, but the point still stands - In my opinion, Ice Elementals just aren't a very useful unit for Conflux. Better than the disasters that come at levels 4 and 5, though.
Anyone remember the AB manual, where it presented Conflux as being a town that's main strength is its midlevel creatures? Hah!

I love Royal Griffins and Dragonflies. Grand Elves also can't be dismissed. The rest, I don't care that much about.
Did you notice that most lvl 3 units are either shooter or fliers, except for the iron golems and cerberi?

Sprite + Ice Eles + Phoenixes rush ftw!
(well, sprites and ice elementals at least, rushing Phoenixes is a bit harder).
But I kinda like Ice Elementals, or at least - I like them better than the utter snowe known as Fire and Earth elementals.

Yeah, to be honest, I prefer Storm Elementals. I was never a fan of the more bulky, less offensive shooters. If you ask me, it is more useful for a shooter to be offensive and be able to kill many at a distance than take a hit. Marksmen > Lizard Warriors, Grand Elves > Orc Chieftans/Ice Elementals.

It's a very tight battle between the Royal Griffin, the Ice Elemental and the Grand Elf for the best third-level creature. But I think the Grand Elf is perhaps a tad better than the other two, due to speed and the greatest damage, so I'll give them the nod by an eyelash.
1. Grand Elf
=2. Ice Elemental
=2. Royal Griffin
4. Evil Eye
5. Cerberus
6. Dragon Fly
7. Orc Chieftain
8. Iron Golem (it's low because while it's strong, it's slow)
9. Wraith

the way i see it, there's really no other unit with as big a bulls-eye painted on it's back as the elf. and with good reason. it's not because they're weak, plenty of other units are weak but none of them are priority targets, you don't go out of your way to kill imps, wyverns or wraiths - since we're talking lvl 3.
it's because they're very dangerous that they get targeted(.. and somewhat easier to dispose of. the gorgons fidgeting in their corner and eyeing those lvl sevens are really dangerous too, but those guys are TOUGH..).
that in itself should be a clear testimony to their power. you don't want them alive if they're not on your team. even the ai knows that. and if they are, protecting them is on you. keep them alive and they'll kick butt for you(the games gives you plenty of ways to do that), loose them and.. well either you suck or your opponent doesn't completely .
a close second is the dragon fly. speed is cool. flying speed rules. their other qualities are just a bonus, what really makes them good is their speed. the fact that they also have other qualities is of course very much welcome.
a solid but distant third is the griffin. not much to say here. good, tough unit, flyer, retaliations, high growth..
fourth and fifth are somewhat of a tie for me, between cerberus and golem. they both have specific roles to play and are quite adept at them, but they don't shine in anything really, and have some minuses to go along with their pluses(the golem is damn slow, can't be resurrected and doesn't deal much dmg, while the cerberus is 2 hex wide and has a pretty wide dmg range making it rather unpredictable and vulnerable to curse).
sixth - evil eyes. as i said, speed rules.. they're the fastest shooters in the remaining mess.
seventh - ice elementals. normally, with those stats it would be a bit higher, but 6 speed, resurrect immunity, fire vulnerability and 2 hex size drag it down.
eighth - wraiths. sorry but i don't play maps where there's anything that can't kill a wraith in one hit. they're not useless, far from it, but compared to others on this list.. meh.
ninth - orcs. sure, they're shooters, but with that speed, i'd rather just not have them in my main army. their other stats don't exactly compensate for that either.

My favorite level 3 are the elves...because I like shooters. That said, my back ups include the Dragonflies for that great speed and Ice Elementals for their sturdiness and the fact that I like using the Conflux.

In level 6 you can say Dread Knight and Naga Queen, but even that is not universally agreed on.
So it's just about the one you find most useful to you, I think.
I would say the Royal Griffins and Ice Elementals.

i made this when figuring the baseline for Forge creature's stats, maybe it'll help(the best creatures stat-wise; special abilities aren't stated, but you get the general idea):
it was close call on a couple of creatures(and i don't remember which those were), so the graphic may need some revision.

from pure design i find the cerberus the best (no ret, 3 head attack? lvl3??? )
but from being able to get some big fights done vs neutrals: Grandelfs hands down, altho doubleshot could be simply removed for 2 times the dmg, but im ok with that (it certainl.y helps to trigger luck=lower variance)
if you got a real crazy stack of royal griffins they own too, but there prime use is being hit and then attack, which hurts since you normally dont want to be attacked at all, speed on grass is good tho.
my personal favorite is the irongolem in decent numbers, they are excellent tanks for your ranged units, and dish out crazy amounts of dmg too, on top of that they dont care about meteorshower(or any dmg spell)
too bad the golem special guy starts with 2 weak skills and also weak class

i'm working on it. i'm a little stuck on the naga tank(the last creature left that i have to make sounds for) movement sound, so i'm occupying myself with adventure map dwelling work atm. i only have her attack sound so far, and i may tweak that still. right now it only has electricity, but i'm considering throwing some evil female laughter in there, or maybe a female war cry.
