Nymus with Ultimate Gating+Urgash's Call+Swarming Gate+Gate Master+The building that increases amount of gated troops by 10%+Phantom+Urgash's Call artifact set. 
145% Gated troops with a Swarming Gate. Then Phantom it and have fun 
*Just pray you're enemy doesn't have Banish, and get some crazy initiative artifacts*

Campaign: Markal, getting 20 wraiths or something like that on day 1 is just sick.
non- campaign: I think Ingvar, I´ve never used him yet but extra shieldguard stats + hp + expert defense + perks make for a near invulnerable combo. Then add the guard post and you have a nearly uncinquerable town. Wyngaal also sounds rather silly to me lategame, his entire army (ok, treants aside) gets to act before you can even move. It´s of little use in earlygame though, so he´s still rushable.

So is Ingvar and fortress for that reason. If you rush him early, shieldguards will not be that hard to take down.

My 3 top choice is Agrael, raelag, sovereign (not sure about this guy) and wyngaal. They are weak in early, however they're insane in late.

I find Findan's ability rather crappy. The power of this shot is quite low even around 20th level and works only with some of the units, unlike Wyngaal who can rush with all his army and trigger Empathy by the way 
The most overpowered hero I fought so far was Markal... you know, dealing with legions of creatures supported by powerful necromancer is truly impossible. Always look carefully which mod you use
Campaign Raelag also sounds bizarre, but I always ban him and never really tried, as it appears to be silly. On the level 20 my army would be fatser than opponent by a half  Of course thy're all gonna be freezed.

Haven: Irina (Klaus and Maeve are close)
Sylvan: Wyngaal
Inferno: Deleb
Fortress: Ingvar
Academy: Jhora (the Galib and Nathir)
Necropolis: Naadir (follewed by Raven and Kaspar)
Stronghold: Shak'Karukat (Garuna, Telsek and Gorshakr are really close)
Dungeon: Sinitar

Deleb is just the best hero for inferno, not the most powerful.
Like somebody said above, most powerful is nymus, and if you got urgash call + will of urgash +2 or more inferno town with infernal loom + 5 or more luck, you'll embrace the true wrath of the burning hell.

Helmar with his incredible ability later on is just insane.
lets see: first turn Mass Endurance + Mass Righteous Might=end of battle and total pwnage.
He still can be rushed though.

Findan's starting shoot targets the lowest tier enemy only, if you face him, perhaps you can bring a single tier 1 to waste his shoot

I didn't mean that in PvP, in HoMMMV Vanilla I defeated Isabel in E6M4 with Findan because he was my strongest hero, it was easier to win the campaign with him than with the others.

because in sylvan campaign there are a lots of stat boosters and ranger with war machine , attack, luck , destructivemagic and enlightenment is quite deadly.

I'll just say that the demon sovereign is the best campaign hero and kaspar is the best custom hero because his tent ability is just amazing (as long as you have an ammo cart too). his ability can really save the weak necro army

If we set all heroes on max level(40), then raelag(hof) would be truly over-overpowered, enemies:-40%ini
allies:+40%ini
have 2 rings of speed(each+20%ini) and you'll kill most of the enemy army in your first turn
of course it's almost impossible...almost

You forgot Telsek. His Warmongers are beasts for early creeping and in late game. If you get exp defense, exp attack and exp rage these guys become nearly unstopable. Thanks to rage and defense they are better tanks than the pao kai of Shak'Karukat. And you start with a ballista. Together with centaur marauders (for higher defense) it is a excellent combo for early game creeping.
Don't know why everyone play Kragh, Telsek is on par with him.
