I like the warcries. Fear My Roar is very good disabling cry and can also be used to make shooters run from behind their cover.

In my few games it has been very useful. Whether you use it for the single effect of some or not it increases the rate at which you gain rage and there's always the perk that gives 1.5 the rage amount with warcries.

Word of the chief is excellent. I believe it is the key. I turns the most powerful stack into a full of rage killing machine. I almost didn't use other warcries(except the time when I just checked what they do) simply because I didn't see the point in using inferior ones

Warcries are really great. There are disabling ones like the one mentioned above, strategic ones like Battlecry giving +1 speed or direct damage. Almost all buff your rage too.
And I like the animation too, maybe except the Horde's Anger.

Depends on which of the new chance-based skills work with Soldiers Luck. Assault seems likely, the goblin abilities might but it's hard to tell. Crushing Blow is probably affected (for the chance to zero the targets initative, that is), and then there are several chance-based skills that can be gained by Blood Rage;
Crippling Wound (Goblin Trappers at lv 2),
Purge* (Goblin Witch Doctors at lv 2),
Bash (Warriors and Maulers at lv 3),
Fear** (all Cyclops types at lv 3).
*Not sure if that one is affected by SL, but it should be.
**Assuming it works the same way as Fear Attack.

Sure, those aren't always available, but when they are, you might aswell maximize their chances, right?
Bottom line, Soldier's Luck seems ok but it's hard to tell without proper testing of the new skills, and the fanmade manual hasn't been updated on that yet.

Shout of rage gives double the rage points, it gives only 1.5 times for Call of Blood warcry. So yes, that perk is very good.

Fear my roar is great too. So, level 2 war cries rule - other cries are IMO inferior.

I found myself using warcries according to the situation. Call of blood when I needed to preserve one unit, word of the chief/fear my roar when a unit was just behind another etc. Horde's anger and battlecry are good anytime though best used in the beginning for obvious reasons. Also fear my roar is a good idea when you can't reach a unit on the opposite side

Yeah, call for blood can be very good sometimes. Still, battle cry and horde anger are pretty weak choices..

Anger of the horde is more for longer games but then it shines. As for the other extra attack is never unwelcome

eh, they all have their merit.

Rallying Cry is good to counter low morale issues (especially against necropolis) or early on until you have Expert Leadership.

Call of Blood is good to boost a specific unit up fast (for instance one that just took some heavy damage).

Word of the Chief is great to let a specific unit act, although I prefer Divine Guidance. WotC does too much damage to my dear Cyclops

Fear my Roar is obviously great to disable specific dangerous stacks, and if you are lucky, it will even move an enemy shooter stack into the attack range of your troops.  

Battlecry is probably the weakest, pale in comparison to Rallying Cry (unless you already maxed morale) and only lasting one turn.

Horde's Anger obviously scales directly with your army size. It's a good reason to carry as many goblins around as you can... and it's the perfect counter to Incorporal creatures, although pretty expensive against Phantom Forces...
I usually prefer Fear my Roar over this one since my creatures can inflict the damage while FmR prevents the target from acting and resetting the retaliation counter, but there are times when Horde's Anger is better (for example against casters and shooters in a siege).

You obviously haven't used this ability with an army of 2k+ creatures yet.

I don't mean if it's uselful at all. I mean how it is usful COMPARED TO other shouts. So, 2000k units in army.. That mean a lot of cyclopses. A  lot fast acting cyclopses is much better than some 2000k spell. And why would I strike some dragons when I can fear them.
Of course, any spell may be the best/useful in some scenario - when I say inferior I mean inferior: I don't mean "uselss than any other spell 100% of the time".

In that case that would mean having around 50k cyclopes, which is quite a lot
It still has it's uses.

it's the famous strategy called "THE 50K+ CYCLOPS RUSH" , but you must atack precisely in YEAR:5 \MONTH:3 \DAY:6 to make it work ...
