Ironically, I had troubles fighting a stack of neutral Emerald Dragons that were rated Moderate.

orcs are weak w/o blood rage,but with blood rage they're like bah

Raw power values of both armies, I'd say. Maybe the same comparison that is used to decide wether neutrals fight, flee or offer to join.

Can you guys please post some replays of week 1 creeping on hard town lvl 0 - 3 on day 1 with various factions? Ty!
Well prefered vs tougher mobs not vs peasents / zombies etc!

No.. Of course I've had games where it killed 2-3 thanes per round only but its potential is scary.
