I use Dougal.
I agree that for haven the only possible solution for certain powerful creeps in early games is war machine skill, and that is true to all low power factions. (for other creeps, Dougal can do just as good as vitto. Another good(may be better) hero for creeping is Lazlo.) And I need to face such a fight I will try to get war machine skill when leveling or choose vitto at the begining. But vitto is not overpowered, it's a skill he has that is overpowered, and that skill is open to everyone.

I know it Sounds okward but I use Rutger
often because at some moments the only solution is to run away im not that fond of others running away I often use a stronger hero like Vittorio, Dougal, or Klaus then I use Rutger cause the player often if it was a fight the left him devastated I use Rutger but if he's still breathing with a good amount to go I just run away
So I think Haven creeping would more be in amount and defense of troops rather then that which probably is why they get so good in later games
{Note i've had no troubles playing most of the factions but its probably cause im never doing it competitivly}
