I think I would have the same problem Misty, especially with the other rpgs.
But if I don't play, I'll never be able to use the world's smartest strategy for pokemon.

But, Eevee has never been in the grass in any game (excepting Diamond/Pearl Pokémon Mansion once you get the National Pokédex).

Yes they do. Of course, I'll go mad trying to balance out the "weight" attacks (Grass Knot, Karate Chop, etc...), but I'll figure it out, somehow.

I don't think so. I'm trying to keep it as simple as possible.
Matter of fact, for those of you who have noticed already, each Pokémon has 31 IV's in each stat (basically, it means their stats are as high as possible. For a more detailed explanation, you might have to fetch a Pokémon training guide. )
As for leveling-up:
On level-up, the Pokémon gets its normal stat allocation. Afterwards, you get 1 point (yes, a single point ) to allocate to any stat you want, in addition to its normal growth (this is attempting to emulate Effort Value Points; EV for short).

You do understand though that I set up the list of starter Pokémon for a reason and if I were to give you Jigglypuff or Poochyena, then everyone else will mob me.

A good idea, IMO. More possibilities than in the games.

Are we going to need HMs to get to certain areas like in the games?
What kind of Pokeballs are available in Helnith? (Or is this a WAFO question?)
Is money set up like in the games? (i.e., battle trainers for money, lose half of what you have if you lose a match?)

It could be a WAFO question...but I don't know what WAFO stands for.
Anyways, rest assured there's Poké Balls and Master Balls (no joke ). The other types are still in the air. I might add new types on whim as well...

Hmm...that's a toughie.
I promise to answer that one as time allows (honestly don't know yet)
What I can answer are two deviations from the Pokémon norm that I'll add in to the game:
1a. Defend - Put simply, instead of attacking during your turn, you can defend. Doing this cuts the total damage you suffer in half (but, keep in mind that half of a 4x damage attack is still 2x, so be careful what you guard against.)
Added that because I find it silly you can't defend (in the normal sense) against attacks.
1b. Evade - Similar to Defend. This'll increase your evasion by a certain percentage (depending on the situation). Nicer if a quicker Pokémon uses it, but you might not always be able to evade an attack.
Added this because if you can defend, you can evade...
2. Item Dropping - Wild Pokémon may drop items when they are beaten in battle. This added because I've seen it in a lot of RPG's and it's a neat concept, IMO.
