As Asheera said there are many Heroes that are kings or queens, like Nicolai, Isabel, Alaron, Tolghar and others. Maeve and Kilghan the goblin king, and perhaps Eruina, are some royal heroes who are not campaign heroes. But is it really noble to be a goblin king?
In the Middle Ages there were special chivalric ideals. A knight should be a great warrior who defended the church, the poor, the weak, the defenceless and the women. To be a crusader was another good thing. Loyalty and good behaviour were other virtues. And so on. Elayne seems to fit this well, while among the campaign heroes we find Godric the Paragon Knight.

In fact,the question was not:"Who Is Greatest Poet of all Heroes?"So that we answer Gilraen,Ossir and Findan,but"Who is the most noble?" and that is Lord Godric of the Unicorn Duchy beacause he was one of the few knights loyal to light and we see that Godric was leaded on his way by The Rules of Chivalry and Noblility.
Now my Question(it is like a riddle):
Like Asha,many faces he/she had,
Forced by his/her oath to his /her master/mistress
Commanded by his/her wish
So that he/she,earned the respect of his/her race
And thereafter turning against its opposite,
