Replace Necro? Hmm, not sure, and you have a good point for the big disadvantage against Necro.
I just had a (crazy) idea for this: there's a special structure you can build in this town which makes the disease have magical powers, so then it affects Undead, Elemental and Plague creatures as well (mechanical are still not affected though)
You know, since all factions have a building that supports and improves the racial in some way (or enables it), I thought this idea may fit...

That's an even better solution. I was thinking as I read it that maybe you make the disease 'supernatural' as an excuse to let it affect undead, because otherwise that would be a big problem in necromancer vs plague lord.

Oops. I knew there was something I was completely forgetting about, I just had no idea what.
