If you have muscle mass even SLIGHTLY better than NONE, BMI is garbage. Don't forget that. It just doesn't take it into consideration, and muscles weight much more then fat.
I'm 24 on BMI scale but I have some muscles.

Maybe you don't have bulky muscles, but a muscles with a very solid structure. You know, lots of tightly placed muscle fibers. Best quality a muscle can get

No I don't think so.
I'm not strong either.
I have quite big bones but bones are light (2,5-5kg).
I have pretty much blood but not enough for the weight.
So mystery.

I think BMI falls for tall people over 1.80 or somewhere around there (I'm 1.85), because I'm not very strong (in muscles, or at least I think so), certainly not fat, and I still am "overweight" by BMI definition (only very slightly though).

According to the formula TheDeath provided, my BMI is 17,20. It could be skewed slightly upwards, however, since I checked my weight shortly after lunch.
