Can anyone work out a solution where gas and one other resource does not cross at all?
I think I have another solution now actually.. however it takes enough piping to completely circle the world

So as for this riddle.
Let we have 2-dimensional space and A1, A2, A3 are our buildings and B1, B2 and B3 are our resources and those all are points on the plane. We have A1 is somehow connected to B1,B2,B3 so there are curves from A1 to B1,B2,B3 and A2 is connected to B1,B2,B3 similarly.
Lets examine 3 closed figures A1B1A2B2, A1B1A2B3, A1B2A2B3. It is obvious that one of these figures is union of other two. Without loss of generalization let A1B1B3A2 is union of those other two(see picture). So we have a decomposition of entire plane:
s1 - interior of A1B1A2B2
s2 - interior of A1B2A2B2
s3 - supplement to interior of A1B1A2B3
Now lets see where A3 could be located. There 3 cases.
1)A3 belongs to s1. In this case A3 could not be connected to B3.
2)A3 belongs to s2. In this case A3 could not be connected to B1.
3)A3 belongs to s3. In this case A3 could not be connected to B2.
See picture. So there is no solution!

Here's a new riddle. The local weatherman for Barrow, Alaska, says there is a 50% chance of precipitation tomorrow. It is known that this particular weatherman is correct in his forecasts 50% of the time. If this is the case, what is the chance of it raining in Barrow tomorrow?

If you with precipitation actually mean rain, there's a 25% chance of rain, but this is a riddle so it's something harder than that. Maybe the point is that it doesn't rain, it snows, in northern Alaska.
On the other hand, you could say either he's right, meaning there's a 50% chance of rain, or he's wrong in which case there's an unknown chance, meaning that it's impossible to calculate.
