Well now, it's said hero level and racial level determine which unit is callable - how?
Some units are determined by hero level, some by racial level
OR
Hero Level and Racial Level are multiplied and each creature has a certain value from which on it is summonable
OR
Each creature has a necessary Racial Level AND a necessary Hero level
