Thats the point. People might ask "why get the lesser of the level 4 creatures?" but if you're not making money very fast it might be better to get the cheaper creature. Also 2 of the cheaper creatures may be better than 1 expensive creature.
My thought is that they are balanced and each creature lets you play a different style.

In some ways, yes..
But the more expensive one is more durable and less likely to suffer losses. So in the end, you might save money getting the BD instead of the Hydra. If some unit damages you for 300hp, then your BD survives, but if you had 2 Hydras, you lose one.
Plus isn't there some structure you can build to increase creature population each week (a well in H2, and something else in H3.. the grail?)? If such a structure existed to grant 2 extra troops per week, then it would be 4 hydras vs 3 BDs. The BDs would be more worthwhile in this case, if you could afford them.

Jenova - the Nobility skill, and probably Grail buildings and Legion-style artifacts (although those aren't confirmed to be so), are percentage-based. So that will probably be a minor factor, and it may actually favor the weaker creature (50% will get you an extra Hydra, but not an extra BD).
Stronghold's up, and it has the choice between 2 Behemoths or 3 T-Birds at top level. Its level 1s are much stronger than other towns' (although they're produced in fewer numbers - only 9 centaurs, but some level 1s are as many as 29), but at the other levels they look fairly even.

It seems that the designers have balanced XP worth of creature. Multiply cost*production and you get roughly the same number for each town on the same level.
For the different levels the XP value for the creatures are:
150 XP for each of the level 1.
300 XP for the level 2.
600 XP for the level 3.
1200 XP for the level 4.
This means that for a fully built town, 50% of your power will be in level 4, 25% on level 2, 12.5% on level 3, and the two level 4 will contribute with 12.5% (together).
For town productions, they have percentage to production for Nobility and Breeding Pit. (We don't know if Grail will affect weekly production, and I haven't checked if there are legion artifacts and what they give, exact number of %-increase. Would be most fair if they gave a %.) You could also wonder if there are ways to increase town productions, like the Castle bonus in Heroes 3.
But what will the percentages mean, when are they calculated?
Let's takes Orcs as an example. they are level 1 and have a weekly production of 16.
If we say no bonuses apply, then does the game count out the production for the rest of the week on day 1 like: 2, 2, 2, 3, 2, 2, 3.
Or does it "accumulate growth percentages"?
If they do accumulate growth percentages, then the game keep track of the growth for each day that passes and accumulates it. In the case of Orcs the growth rate is 16/7 = 2.286 Orcs/day.
So day 1, 2 Orcs arrive and you have 0.286 to build on for next day. Day 2 2.286+0.286 = 2.582 arrives. So you get 2 more to recruit, and have 0.582 Orcs to build on.
This is then repeated for each day. Sooner or later the fractions will spill over so you get 3 Orcs. This system could also handle growth increases during the week.
If the weekly production increases from 16 to 17 then the growth rate is increased to 17/7 = 2.429 Orcs/day.
If you get a 40% percent increase to a production of 17 Orcs per week, then you'll get 2.429 * 1.4 = 3.4 Orcs/day, and this would be effective from the way you get the increase.
If you get a change to growth the game still remembers how close you were to generating an additional creature, so if you have 0.4 Orcs to build on when you increase the growth to 3.4 Orcs/day, then next day you'll get 4 Orcs.
So I hope they'll have it this way, because the creatures you receive will always be what you're entitled to at that point.
The current system is enervating to say the least since it forces you to have heroes in towns at the start of each week, if you want to get 'Legion' bonuses.
To put it in a simple way: The game remembers how close you are to produce additional creature(s), at any one time and produces them when you've earned them.
It would work in a similar way for level 2, 3 and 4 creatures. The only difference is that you don't check if creatures arrive each day, which means that you will accumulate creatures for 2, 3 or 7 days before checking how many creatures will actually arrive.
Of course, the designers may also take the brute approach and forget about the fractions, always rounding down and then forgetting about them. This is how it works in heroes 3.

Does anyone believe that peasants have 110 hps and cost 800?

Pay attention to the special abilities : Terror, Life Ward. That's the stats of Nightmare.
Mage cannot do range attack now.

On the contrary, mage's attacks are now spells. They can cast magic fist, which acts as their "regular" attack, and the mana acts as number of shots now.
