The urban custom of "ignoring the strangers even if they need help" partially exists BECAUSE of the modern state and its institutions. People used to directly help each other much more in pre-industrial times. Now, their tendency is to leave that to the related welfare institution or police or paramedics, etc etc. The ignorance wouldn't even be there to begin with, if it wasn't for those politics.

Both McCain and Obama are part of the same megaparty that has taken over the U.S. Neither of these candidates are much different from one another and both of them have completely failed in addressing the major issues that will inevitably lead to the collapse of the U.S., which will cause shockwaves through the rest of the world as well. Instead they have enthralled themselves to corporatism (which is neither socialistic nor capitalistic). They have failed to address the obscenely massive deficit, and both have endorsed the failed policy of central planning by artificially pumping money into the system to keep the stock market alive. This is causing the debasement of the EURO, the Pound, and the Dollar which will lead to an even greater financial crisis down the road. The reality is, a person high on drugs has to crash at some point in time. None of the other issues, which are minor in comparison, such as taxes, Iraq, etc... matter next to these. Besides, the mere fact that we have spent countless dollars frolicking around the Middle East is a testament to the fact that Al Qaeda has won, because we've done exactly what they wanted us to do. Both candidates are straining out gnats and yet swallowing camels. We're at the point where we are taking loans in order to pay the interest of our loans.

-George Vest's closing argument in Burden v. Hornsby. The case was about a farmer who killed a sheepdog found on his property. Vest did not bother citing any testimony in his closing argument, opting to instead give a eulogy to the dog "Old Drum." He won the case and won on appeal.

If I get you right, ignorance is not exactly what you mean. Ignoring someone or something deliberately can be motivated by strong feelings of dislike and hate, what you point to seems more like indifference or apathy.
