It is the world corruption perception index:
Quote: Since 1995, Transparency International (TI) publishes the Corruption Perceptions Index (CPI) annually ranking countries "by their perceived levels of corruption, as determined by expert assessments and opinion surveys." The CPI generally defines corruption as "the misuse of public power for private benefit." As of 2010, the CPI ranks 178 countries "on a scale from 10 (very clean) to 0 (highly corrupt)."

I would agree, if bickering equaled corruption. Sadly it doesn't so we can't actually fire our reps... but the corruption we have is mostly in the House and between governmental agencies/ key government individuals. Besides the House, there are few sections of government that bribe tax payers directly or indirectly for support. Also, the USA doesn't go out of its way to fund terrorist cells and gangs to keep its people in line so that ensures us a place above 2-3...

According to the site there is no 3rd place since Finland shares the score with Denmark, the rank just jumps from 2nd to 4th.

"Misuse of public power for private benefit" is such a broad definition that the survey becomes rather pointless (like all surveys based on vague definitions). Does for example funding one politician's campaign and expecting him to return the favour when he gets the respective position counts as corruption - because it's among the most wide-spread methods and will make the map much more reddish.

In general, and as I have implied before, I'm not a big fan of these sociopolitical indexes. It's not often clear how they're calculated, and even if you can tease out those kinds of details, you quickly find that what is used to measure them doesn't always make a whole lot of sense. In the Quality of Life index, for example, one of the factors that was used for assessment was a feeling of community, which was estimated by ranking average citizens' attendance at church. Not particularly scientific. Anyway, these kinds of things can be made to show whatever the person making them wants to show, so I don't really see a whole lot of value to it.

Italy comes as a surprise to you? Prime minister who for example when caught on numerous illegal activities, passed laws to so he could not be trialed on them. Nothing fishy about that.. hehe. And quite a boss he was, at the young age of 70 he entertained 17 year old girls. That is something that.

Agreed.
Even though I know only a little about the politics and the economy, I claim that Serbia is not less corrupted than Russia. But you can't blame us - we've been always attacked by everyone and we always had to defend ourselves and live a hard life.
Looking at the map, I see that poor states are the ones most affected by corruption and that all of the Slavic states fall under that category, except Poland which is somewhere in the middle.
All in all, I have nothing good to say about this topic.
