I for one agree with what is already said: They indexes are not a good measurement. For one, a lot of states have tons of corruption and extended nepotism, but if it's not too visible or openly screwing the public, it apparently do not count.

The second problem with the index? Its a gradient from "best result to worst result", meaning that perhaps a nation would need 20 or 30 points to actually be free of corruption.
