Probably this means all Conflux related things (heroes, weapons, pets) will be available. Maps/campaigns are hidden in game files, so probably they won't be.

They say the expansion content won't include the campaigns/maps from the vanilla, but those will be accessible though so it's all good. But yeah, let's wait and see...

No. What it means to say is that you can buy and play the expansion just fine, without owning the original game. When you do, you don't also have the original maps and such.
In case you do own the original game, all content will be available. Essentially, the front-end menu is just a launcher from which you can access the various game components. The expansion doesn't need the base game's files to run (so you can play it without the original game present), contrary to the two DLC's that currently exist.
