At least theye were before H6. That reminded me, I really hope that necromancy will be implemented similar to how it was in Tribes of the East. I hated H6 implementation...

4 tier approach is the way to go. That said, 3 tier approach might even make it easier to balance as the way it was done in H4 (and the approach is arguably dissimilar to any other H game), playing a slower game would lead to more varied armies from across different towns but without getting T1 and potentially T2 ever involved in later stages, while 3 tiers can still allow the weaker units to have their use. Problem is, for towns without resurrection and stuff, they need not drop like flies in later stages...

Peasants don't make sense as a unit. These are the guys who get trampled underfoot wherever your army goes. It would take the ballsiest farmhands in the world to stand up to a fully-fledged army of demons, necromancers, etc.
Tell me, when all you do is til the fields and you see a Black Dragon coming at you (supported by a large army, no less), do you A) count how many other peasants are around and think "Hmm, there's a few hundred of us. We can take them!", or B) run away screaming because you're just a peasant with a pitchfork?

Not that I support peasants as a unit in a mythological strategy game, but the poster above obviously never been a peasant It hard to explain until you get to be a peasant yourself, if even for a week or so, but my point is this: it takes some extreme effort and dedication to perform the peasant duties - it is an extremely demanding way of life, physically and mentally. In the time of need, I'd rather stick around some peasants then high life hipsters in shiny armour...

They are bland units, they offer basically nothing to gameplay

I would agree to this to some point. Their only/greatest redeeming quality was their Taxpayer ability, which lead to them paying themselves back eventually. Other then that, they were pretty much cannon-fodder for most of their existance.

They did offer something to gameplay: protecting your marksmen!
I used to cruise the map with only marksmen and peasants in different 1 x stacks and large enemy creatures were easy to clear and you only lost like 4 peasants (i.e. 4 stacks)...
