I've read that article before (tho lost the link, so appreciate it); it says nothing directly about random number generators. I'd be VERY surprised if no RNG's were used at all (even as a series of minor adjustments to said behavior), since they are pretty much de rigueur for any AI you care to name (and, as I said, I've seen it do different things after a reload, when according to your implication here, it should do the same exact thing, assuming there are no effects if random seed changed too). In any event the end result is the same-it re-evaluates (and/or rerolls) its priorities each turn, and if a new priority now has grabbed its attention (at-or near-the top of the list), it changes its path.
In any event like I said, I don't know if long-term goal variables are saved between turns, which would remedy these kinds of issues. 3-5-8 turn lookaheads aren't much use if the values fluctuate each turn (and are effectively reset at the start of a new week). This "strategic end stage" stuff would appear to fit the bill-if and when it is released, of course...
The article also compared the H5 AI to the H3 one: in H3, mains would come straight for you and your towns if it notes that they are unguarded or easily defeatable, none of this namby-pamby changing their minds stuff.
The other issue with H4 was constant troop growth and loss of movement points for individual creature stacks (vs. heroes), which meant a lot of wasted turns swapping troops, which then would freeze the receiving hero in its tracks, and constant returns to towns to pick up new creatures.

I've never played at a level impossible.
Does anyone who has played at imposssible could see that enemy heroes retreat?

Yes they do retreat on the two highest levels.

Are you certain you're installing MMH5.5 in the correct directory?

You need to install it in the folder that contains the 'bin' folder for your H5 TOE installation.
What do you see when you browse to your H5 TOE 'bin' folder?

It's fair enough, but I've yet to see such an equivalent occur on any Might hero - but maybe that's just luck at work. As far as I'm concerned, with 12 options and 8 slots, there's usually plenty of things I don't want to buy among the options that are normal without [basically] randomly offering some players a disadvantage at a witch hut and good options to other players at their witch huts.

So, magno, Witch Huts can create exceptions to the skill system. Is this something you intend to keep on purpose, or is there a plan to make it so that huts offer perks exactly fitting the profile of the hero class as seen on the skillwheel (if that's at all possible)? By profile, I mean the set of perks, not their chance percentages.
I understand that you want to keep some uncertainty about the favorability of what the hut offers, and I agree with that. But the same outcome can be achieved by making so that with some probability the hut offers a bogus perk (stating that there is nothing for the hero to learn here, etc), again if that's at all possible...
