Hia all 
I have meat many cheaters and semi cheaters in my short time of online playing.
-@I will only play this map and I-I-I will host and be RED ! <~~~~ that is indeed suspicious, either way be it General or Newbs.
-Saves...suddently the host are missing GM#1-2 ???  from their load section.
Etc. ..........
-I have caught some in my time, none too obviouse only ONE,him I had a ROFL about and I had to report it ( he was still playing on, on the same map ).
Otherwise I have been used to playing my zf for diff. tourneys and if not zf's 2o2's FUN games.
Well I might be a twat but atleast I play games vs ppl. I actually DONT have to save every turn with .

now in HC blah blah blah I am so much better because I can play without doing certain procedures that I dont have to do with others, so I can be & treat people how I want to treat people because I am so good .

Actually there are a few good threads about this subject, back from when this forum first started.
( Yup, forum, as Im only counting the TOH part of it )
Back then I wrote all the things Ive experienced from when I was a newbie, right untill the time I was colonel season 3. I was both accused of cheating and send ppl to the HOS. But one thing I found interesting, was the fact that some ppl from HOS came back, and actually showed they where not cheaters, or didnt cheat again. Like Mad_Unicorn aka CalJs, and Antal. Ppl I would play anyday, and some went away.
But 10 % cheating on a regular basis, narhhh. Unless u count the all that might be irregular in ur count, thats a pretty steep number imho.
My guess is that of the ppl who actually played on a regular basis (exluding fake accounts etc.) there where perhaps 5 % that cheated. And that was when HoMM3 and TOH was at its prime in season 3.
But hell, weve all done something wrong, in one game or another. I for once looked at a save, when my opponent dropped. Luckily my suspicion was right, and he ended in the HOS, but what if he wasnt a cheater. Then I would have been one. Looking at a save is cheating.
