I think this is some kind of reunion of outsiders' impressions.
When I was in Germany I noted that in an event. I asked some lady working at the bakery in a market the price of something and she told me to ask the cashier.
It was "brute" in lack of a better word. At the time, I thought it was kindda messed up, but then I realized it's a cultural thing, it's just the way germans are. At the same time, I can understand why people find that to be rude.
And I can truly know why people feel brazilians are not very rude at all Indeed we tend to welcome foreigners with a great deal of hospitality.
This is not entirely good though.

Svartzorn - you Brazilians as well as us Latin Europeans welcome foreigners with much greater hospitality and get attached. And yes, I don't know if it's really good.
French are probably tired of that.

I went to Paris in the mid 80s and there were some very rude folks here and there. The thing that struck me as hard though was how 'expectant' the Tourists often were. Some of the other Americans showed no effort to speak French. I knew zero French but I did at least try. I was not in the city long...the Castles of the Loire Valley quickly called me out of the metropolis since I don't care for tourist traps anywhere.
