Most certainly. On the first map I played with my roommate (Hotseat) we had access to Shantiri Titans at a relatively early stage of the game (damn expensive, but very satisfying unit to use, even if you have only one). On another map we both went heavy Fire Elementals, and generally there were enough Menageries around to recruit stuff. Please be warned however that you have to send one hero every week to the Menagerie, the neutrals do not stack (like in the dwellings) and you cannot recruit them with caravans.

There is an ongoing Q&A discussion on Steam and a large patch is expected 2-3 weeks from now. From what the devs are saying, many bugs have been corrected this time. Let's see.

I meant the brand new neutrals that were added in the xpack. I've played though one map and I'm playing another now without any luck in finding any.. I figured if they went through the trouble of making them why not make them recruitable? They added some maps with effreet, kappa, shadow panthers, and mermaids when that update came out so I was expecting the same sort of deal.
Btw majority of the time I play with my roommate also. We plug in two mouses (mice? Lol) so we don't have to move! The laziness is real

All of the new features regarding the recruitment of neutral creatures.
These promised new features were to used by the editor of within the game(version 2.1).
So, by using the R.M.G. of this newest version of Heroes 7, you must use a medium to large size of a map for this new automated editor. That way, the automated editor will find that it can, now, place all kinds of new objects such as neutral dwellings, caches and, to restrict some of the territories from the rest of the map by using rather one way or two ways travel portals(dimensional doors).
Therefore, taking the time to make upper and lower levels types of maps is almost a requirement when it comes to enjoying very long games that has lots of places to explore and conquer.
How do I know all this? You may ask? Simple. Tried, tested and true ever since version 2.0 of the game(couple of months ago, already).

If they seriously added all those maps and didn't allow any new neutrals to be recruited in a single one of them....well then...that is absolutely retarded. I shouldn't have to just hope my RMG will add them for me. I used to pity limbic but wow those guys are just so disappointing.

Oh now I see what you mean! Yes, I was looking to hire those sexy Arcane Archers myself, but never encountered them. But to be frank I have not played that many scenario maps, so maybe someone else can confirm who has.

I've ran through the new scenerios, not completed any but just scouting the maps to see if any have the magic thingy you recruit neutrals at. Most of them have it but the only neutrals you can get are kappa and shadow panthers. Pretty lame if you ask me. Maybe their in the campaigns but I don't really care enough to suffer through those. Guess I'll have to make a map with them

Well i actually thought Heroes 7 was pretty crap, but after trying it its not as bad actually. Ive played it only for a little and i already enjoy it more than Heroes 2. I really love the new combat system how you can flank and everything. Makes unit positioning in combat alot more important compared to older Heroes games. The new system how your hero gets a turn is also pretty decent and i prefer it over how it was in Heroes 5. The main thing i hate is that compared to Heroes 5, towns look pretty crap in this game. The 3D version of towns were alot cooler than the 2D versions. Right now the game is pretty decent, but i wouldnt rate it over Heroes 4 just yet. I will have to play the game more and see if i will like it enough.

Wow, there's people like me out there
I went through the same process after I tried the game. It is actually quite good, if you manage not to get put off by the nasty bugs and slow engine. For me on par with my favorite games in the series, H4 and H5.
Contrary to you, I do like the new town screens a lot, they look a bit like a watercolor painting and this is kinda my style. But I do not like the bland and repetitive unit abilities, which you did not mention in your post. I am also not a fan of so many rare resources (makes the game too random depending what you find on the map), 5 or 6 in total would be enough.
