The second question is: what creature would be the toughest if we apply equal !!MA's to ALL monstes?
[Means we make HP, Dmg, Att, Def etc equal for all, but the spec abilities?]

Maybe.
Re-formulating: what creature you'd boost like that (only one), for it would be most powerful?
I'd name any shooter (U cannot make set the shooter flag) or Black Dragon - magic immunity.

Agree. It's hard to fight both the sucking ability and the no retaliation.
BTW, does the moo's stare affect undead? I don't think so.

Nope. It only affects living creatures. Undeads, elementals, golems and gargoyles are immune.

I still concider some shooter to be the best. No sucking, but you still can make it non-retal. The only choice is Lich/Magog/generic. The best generic IMHO is Thunder Lord again, AIR SHIELD, fearless and with lightning. Or may be Lava Sharpshooter with Fire shield.
Ghost Behemoth also rocks. Or even simple ghost, very depending on concrete stats and cituation.
Next one: what creatures have racial discrimination?

2. I heard about twice-shooting creatures: if it has 1 shot, it still shoots twice, and -1 ammo rests. So, Grand elves and marks.
3. Harpy hags can be considered shooters.
4. Faeries, too.
