Halberdiers are the best level one, even better than the Centaur Captains. Why? Their purpose is to take the first shot from a 7th lvl creature and to protect the shooters. Their 2 points of defense means 10% less damage from other creatures compared to the Centaur Captain. That gives them lasting power in a fight to be able to eat the first shot from that stack of lvl 7s that your opponent has decided to throw at you. The Centaur Captain under similar circumstances does not last as long...and therefore isn't as useful.

"Best" is rather vague, isn't it?
Are we talking best one on one, best considering production numbers (and necromancy for skells) best in a full fight, or best against other groups of the same creature? What about what does the most good for you in a long game?
I think the whole thing is, the towns are fairly well balanced in most cases IF everything about them is taken together, so while one town's level 1 might be best, their third level is week, or their top speed is low, or whatever.
That aside, I will get to the point of the thread. My favorite level 1 is master gremlins, followed closely by sprites, as they can speed up the gaining of mines the best. Third choice would likely have to go to skells with a good necro hero.
As far as one on one (or group of on group of) probably the centaur captains, they are fast enough to close with the gremlins, the sprites can't run from them, and no necro to count for the skells

I don't see why people say that the skeleton is average - compare it's stats to a goblin, gnoll or troggy.

Yes, they do. Great numbers. Vidomina on XL map = unbeatable.
What is the biggest number of skellies you've had?
I've had 2348. YUP! (Without cheating of course)

It Depends
Well the best level one for 1 vs 1 is the halbeider. I personally like the Master Gremlins the most, they shoot, you need them in the begginning and they make really good bait. But with armies and such Skeletons are the best. A good stagedy with them is to have Thant and lots of spell points. Kill the enemy but blind one stack. When that stack is blinded Animate all your skeletons and such. It helps alot

Skeleton Warriors are easily the best. Not because of individual stats, but because of the fact that Necromancy can give you so many especially Isra or Vidomina. If you want immediate power, go with Galthran.

I havent read all the posts but i would pick sprites over any other level 1.
I tried an experiment with them and found that when blessed they will do more damage than any creature in the game if you go by their damage health ratio.
EG 10 devils = 1600 health and when blessed will do 400 damage discounting offence.
for 1500 health you get 500 sprites and when blessed they will do 1500 damage and dont forget they have no retaliation.

Master gremlins for one are horrible shooters.
I think halberdiers are the best lv 1,with the hp and all,but centuar captain doesnt fall far behind,and skeletons come in great numbers.
Master gremlins are overrated.
I'm serious..there was a post somewhere about gremlins being the best shoooters,which I think wasn't quite correct.Their attack is soo horrible it fails them.But that's what you'll expect from lv 1s,huh?
