Again this is assuming you already have different sources or large quantities of bone dragons/skeletons or their upgraded version, otherwise it'll of course weaken your total strength.

DID THEY CHANGE THAT ALONG THE WAY? AS FAR AS I REMEMBER YOU COULD GET BONE DRAGONS FROM BEHEMOTHS...THANKS FOR CLARIFICATION!!
The other part of your comment was pretty redundant though, cause I already explained the losses in gold and resource that are involved with transformation and reason why you would want to do the transformation anyways...

Best Level 7 Creature is the Behemoth, because I can get it within the first week... pick Crack Hack and pray to god that you will get Haste

Ok, my apology, I didn't read it like that. I thought you said the transforming into bone dragons wasn't worth it. Again, sorry about the misunderstanding.

Archangel: Overpowered
Ancient B: Slow and frail but very powerful once they reach an opponent, if there still alive. Cheap too
Chaos Hydras: Very slow but, with teleport, these guys can be really strong.
Black Dragons: Magic immunity nuff said.
Archdevils: in the right hands, these beasts can be better then Archangels!
Titans: Very powerful, are wayyyyyyy too expensive.
Gold Dragons: not as good as blacks but are still solid monsters.
Ghost dragon: never bother to get these guys. Once I get my vamps and knights, I'm set.
Firebirds: if it wean't for there growth rate, these would suck.

Archangel: Resurrection is so crazy for creeping without losses
Behemoth: my favorite, pure testosterone
Gold/Black Dragon: Nice ones.
Ghost Dragon: kinda snowty
Phoenix: imba growth, otherwise not rly strong
Hydra/Devil: nice for some neat tactics, but straightforward too weak.
Titan: Sooo expensive to upgrade

Archangel: I hate to say this but they are indeed the best level 7 unit, kinda OP if you ask me.
Gold Dragon: Good, but 1-4......
Titan: Expensive but good, only build them on L and XL actually.
Archdevil: Well, quite good but nowhere near the archangels or black dragons.
Black dragons: Awesome, best looks too 
Ghost Dragon: Altough I really want to like them, they are no good. Aging is nice but does not kick in often enough.
Ancient Behemoth: Awesome unit, and you can get these guys early.
Chaos Hydra: Great special but that slowness is a big no. Still more useful than some other lvl 7's I guess.
Phoenix: Growth, that's all i want to say.
Oh and as far HotA goes, Cove's lvl7 looks great but 3 sulphur is kinda expensive and gold cost was quite high too (5000 I think?) But as there is no english version yet I can't read what their specials mean.

Archangel is the best creature on this level. Resurrection is very useful ability, player can minimize amount of killed units. And stats are very high too, except hit points. Black dragons are the only rivals of archangels but in my opinion they deserve second place (though magic resistance can be very useful too).

HotA's Haspids (upg.) poison enemies like Wyverns and deal more damage with lower health of the whole stack (if I correctly remembered the description of this ability). The good side of them is high speed. The bad side is their low defence, sending this guys for the first attack would be the fatal mistake and you need too much resuorces for them (2 sulfur should be the best, I think). Serpents are great when the enemy's counterstrike is taken by another stack.
P.S. My favourites are Titans and Archangels for some useful tactics, especially vs AI.

The Azure and other 8/10lv dragons aren't that great really...
In most cases they are just for the show, because by the time you can actually get them the game is pretty much over. Unless of course someone makes a scenario where you OWN their dwelling(s) from the start...
...And how often does that happen?
Even 7th or 6th levels don't play a crucial role in many smaller/quicker maps.

Thinks: "What?! Lvl. 10!? I can't admit I've made a mistake!"
Makes new timed event, sets to day 600 and types:

Regarding pure might of the unit, I'd choose Titans and Archangels and all those coloured dragons.
Regarding quantity, we have Behemoths, Greater Hydrae and Phoenixes.

But my favorite is always Ghost Dragons for their aging abbility.
Just hoping that my enemy miracously dont have cure or dispell!

I think he meant that it would be miraculous if his opponent didn't have one of those spells.
