Actually, they don't. Necromancer, for instance, needs Necromancy, Logistics (8 %), Attack (8 %), Dark Magic (15 %) and Enlightenment (8%) to get Howl of Terror.

That's why they had to balance it out and make howl of terror less demanding than the others evious: Because it's fair for necros to require a few levels less for ultimate!

Well just a general point... (I'm not sure if I've understood what you're asking exactly, but I presume you want to know how to get rare secondary skills) there is no failsafe way to get an uncommon secondary skill, but you can increase your chances by taking ones that are very common (and which you want obviously) early on - because if you don't, then they will be much more likely to appear agian later - meaning that the uncommon one will be less likely.

Anyway, I wouldn't always recommend this tactic - because it ignores the immediate things you need to creep and develop, which is imo generally more important than slightly increasing your chances of getting war machines later. But if you do desperately want something rare, you can help yourself out like I described.

I thought it's still 2% and just the description that says 0.5% was wrong...

just a note : Wyngaal's bonus is applied correctly in 1.5, and equals 0.5% per level.

No possible, My heroe Wingal LV 20 and my "War Dancer" initiative equals 15 ( No Changes).


2% was either a bug or an imbalanced choice the devs maybe only to correct back in 1.5. It does not affect the initiative but the friendly units' place in the atb bar. Supposing both your wardancers and your opponent's have 15 initiative yours will play first due to that atb boost.

Wyngalls bonus is just for the first action of your unit. He doesn't permanetly boost your units initiative he is not like an permanent "haste" it's only for the first turn.
