Normally you don't get XP for catching Pokemon. But...sure, why not?
Scyther, Slakoth and Tyrogue +1 level.
Consider it quest completion XP.

Yes, but remember that Skitty was level 13 and Poochyena level 15--you get XP for overcoming challenges.
EDIT:
winter, what is the terrain like around Ternai? I know you said there was vegetation around, but that was about it.

While the lot of us wait for winter to come and update, what are some Pokemon on everyone's 'To Catch' list? One of mine is Magikarp.

An electric type, probably elekid. Better stats then pikachu.
Water type, probably poliwhirl since I doubt any of the starters can be gotten.
Flying type, would like a Noctow (spelling?)
Hmm got a dark type, fire type, ground, normal...that would probably be enough for the time being . Of course..legendary I want a Suicine (spelling bleh).

Obviously all of us wouldn't pass up a legendary. Honestly, I think there are way too many of them, however. Legendaries are supposed to be SUPER rare. Something you MIGHT get lucky and see once in your life, and if you get REALLY lucky even get a chance to capture it.
I am not too enthusiastic about the ones in diamond/pearl/platinum. Though a ghost legendary is nice. Of course I wouldn't not catch them if I had the opportunity, but if it was a choice between one of them and say that shaman one (forget the name) or such they would deffinately be last on my list.
