It's super effective!
+3 levels for Pikachu and +1 for Sandshrew, for a total of 4 hours training and bringing them both up to level 15.

There was Kreiznrak (remember the guy that asked you to join Team Bandra? That guy.) until Draloed got him banished. Also a bunch of human spirits. Beyond that? No idea.

@Alkar and Mytical: Are Stacey and Misty at camp still or in town outside the Pokemon Center?
@winter: Was Mina within hearing range of that last exchange? (Specifically the part about Brona abandoning his starter and the bit about unleashing biological warfare on Team Bandra? )

At least Growlithe is somehow infected with something, and can infect the others  Too bad they know rock throw, otherwise Gastly would've been perfect against them 
And BETA, you're supposed to be a "badguy" knocking in the door "Yoho" really doesn't strike fear in an opponent xD

Indeed! And poor Oodramer is weak to it.  Gotta knock them out before they can do that.
Speaking of Self-Destruct/Explosion, how are we doing multi-target moves anyway?

Gastly is immune to it and rhydorn is strong against it .. and Growlithe is sick anyway. I really don't have anything to lose if they do a selfdestruct .. if they start using rock throw or magnitude on the other hand
