I'd say Stone Elemental. Could also be Rock, Onyx, etc,...
Anyway something with rocks...

The Storm Elemental is done, I just need to add lightning effects, and I have no idea how to do it.
I have an idea for Wind Elemental, I'll make it soon. Should come out nice.
Radar, can you cancel the water elemental animation? As soon as we manage to do it, the Ice Elemental will be ready.

I would remove shooter, after all, call lightning is a bit like shooting.

the choice between no range and no melee penalty seems too unoriginal and boring to me.

What about Titans in original game? It's in case of blocking the creature.

if ever it interests you, here was my modified conflux for heroes 3 (I don't remember if I finished it, since I stopped modding heroes 3 when I started playing heroes 5 regularly):
level 2 :
air elemental : flyer, elemental, immune to air, strikes and returns, haste, incorporeal
haste : the unit casts haste on itself when his turn comes.
storm elemental : flyer, elemental, immune to air, unlimited retaliations, lightning bolt
lightning bolt : same ability as the thunderbird but with 100% chance. does 1 damage per storm elemental.
level 3 :
earth elemental : elemental, immune to earth, prepared position, unlimited retaliations, shake the ground, defense bonus
prepared position : the unit gets +2 defense each time it gets attacked.
shake the ground : the unit cast earthquake when moving.
defense bonus : the unit gains an additional defense bonus when defending (can't remember if I got it to work)
magma elemental : elemental, immune to earth, immune to fire, prepared position, unlimited retaliations, fire shield
level 4 :
ice elemental : elemental, immune to cold, shooter, no melee penalty
water elemental : elemental, immune to cold, cloning
cloning : the unit may clone itself if attacked.
level 5 :
fire elemental : elemental, immune to fire, flyer, breath attack, liquid flame breath
(actually I couldn't make them cast 2 firewalls thanks to firebreath, but it's easy to do in heroes 5)
energy elemental : elemental, immune to fire, flye, unstable, may explode
unstable : the statistics of this unit are randomized at each turn. the multiplier for each statistics is comprised between about 0.75 and 1.25.
may explode : when attacking or being attacked, this unit may explode in a fireball or an inferno and damage badly every nearby creatures. the unit itself isn't damaged because of the fire immunity.
otherwise, if you keep the fire elemental as shooters, a few things which may work are : magma shield (of course), magical attack or mark of fire for example.
