So for Keep we have 2 relevant nations (there may be small independent towns and such, but they are not important, at least now)
How shall the main nation, led by the High Quandarian/Quandarrian, be entitled? (the title of the nation, wether its an empire, a republic or whatever...not it's name)

a better idea by you (note that this is effectively led by 1 person, still!!!)

Not really one nation, each rampart governs itself, yet they are usually not fighting each other. Variant: In times of threat they choose one city ruler as ruler of all ramparts.

ok^^ this will mean they have no true united diplomacy as long as outsiders don't evade...how about the close Haven Lands?
