Neither one can play or burn blu-rays.
HDDs seem generic HP drives so they aren't very fast. At least the 2Tb one will be slow.
The first one has a stripped MB so you won't be able to upgrade memory easier later.
The first one also has a TV tuner and a remote controller for it. So you can be all laid back at your bed and watch telly from it.
If you later want to upgrade your PC the first one won't be able to handle a high-end GPU due to the small power source.
If you plan to use the TV capability, no the i7 isn't worth it.
If you don't plan to use the TV capability then yes, it is worth it.
BUT I wouldn't take a HP either way. Their hardware is okay but the software they dump into every machine is 99% useless and 90% a bother to the user. It will just slow down the PC and annoy you at regular times.
PS. I browsed around and did a computer comparable to the pricier one. End result was around 625 euros but it included a 2Tb external too. Without it, you end up around 550 euros+shipping and possible assembly at your choice of store. Which will make it around 600 or so.
Just to give you something to think about
PPS. Remember, if you go for your own, you can get a student Win 7!

The answer to the first part of this question would be yes. These rigs are not really suited for gaming because of the low-end graphic card they both have. In gaming the GPU will be the bottleneck in both setups, so investing in a more expensive CPU will not help much.
If you are able to build your own machine I would certainly recommend it. You can customize it to your need, and thus save a lot of money. If not, there are better pre-built machines more suited for gaming than those two.

I found one that sold parts, after a bit of googling. 
Most electronics retailers offer about twenty lap tops and, at most, five rigs, those intended for gaming purposes would then start from 1400 euro.

If you want a desktop, I strongly advise building it yourself. It's much cheaper, you'll get the parts you want instead of the ones the PC manufacturer offers, and you'll learn something about computers too.
Look at this. It's $600 and performance-wise is better than the 700-Euro one.
This is much better than the 900-euro one, and it's 75 euros cheaper.

Well, you guys convinced me, mostly Joonas' argument about HP. I hate HP, too, really. I wanted to avoid putting one together, because I wanted one ready when exams were over. Oh, well, such is life, I guess.
