That sounds like the arena map which gave you limited money with the option to buy army, artifacts or more levels and that made the game too.. calculated. I fail to see the appeal in that so I'd rather keep the army independent from any gold choices. I'd rather keep things simple and fun.
Allowing for a more might or magic oriented army isn't hard to do though. I am just hesitating because it is not clear what the effect on magic and mana will be.
