Dude, the usual way this is goes, that when someone claims something, in this case, ""Biden's law" means, if you are a minority, right to jail", that someone has to prove it, in this case, "show that the actual law is phrased in a way that is to the disadvantage of minorities".
You didn't. Case closed.
"Neither can you" is a pretty foolish comment in this regard, by the way, because, you know, I didn't come up with the claim in the first place, so why would I?
Going from there, saying "At least Artu, despite being nearly always wrong", when artu is pretty much on the spot with most everything he says - and even if he isn't, he can make a great point why he is -, seems to indicate a somewhat misplaced and way too big faith in your own judgemental abilities - or maybe it's just the simple mix of arrogance paired with ignorance that seems to be characteristic for the political far right, then and now.

Seriously. for someone always claiming to have an intellectual and moral high ground you severely lack in both my good soy.
Do you know what charge is the most common in the US prison population? clearly not. So I'll tell you, and you can prolly check it on wikipedia or snopes too.
The most common felony charge in the US is... *drumroll* posession of drugs, and it's various subcharges (i.e. posession with the intent of distribution), and a lot of them are just young dumbasses caught with a joint of good 'ol MJ, few ecstasy pills, some shrooms or a hit or two acid, the so called "harmless" stuff.
There's several key factors here, which I'm sure you'll fail to comprehend, because somehow it's the fault of the evil orange man, who is always bad and literally hitler.
These factors are:
The dumbass war on drugs, or rather how it's executed
Private prisons being a thing in the states
Bills of law analogous to stuff Sleepy Joe passed in his mullet sporting youth
Actions of law enforcement personel like Harris, who has no qualms about sending a guy to prison over a single joint. Talking about prosecutors and such, not the blueberries on the street.
If we're talking minorities like our precious 13% of US population... the dismemberment of nuclear family concept within the black community, via the constant gibs, and some black women think they're better off without their baby daddy, and survive on welfare. And this is an old problem. In fact, it is the root of all problems in the US black community. it leads to all the crap we see today, with young black men making dumb decisions, playing stupid games and winning their stupid prizes, which is usually getting whacked for resisting blueberries.
But yeah, it's all the fault of Donnie Stacks and evul looking AR-15. with chainsaw bayonet no less.

Leaving out the personal stuff and the arrogance, your post isn't that bad, but if you had actually had paid attention, you'd know that I have cited silly vice laws (drugs being among them) a couple dozen times as prime reason for the rate of criminals versus law-abiders in the US.
Of course, MJ doesn't matter much anymore, and "young dumbasses" didn't go into jail, but got juvie penalties for a joint, like 30 days community work or some such.
Your 3rd point isn't worth much, but your 4th is - however, THAT is a consequence of the fact that it's all a question of "quotas" in the law enforcement: percentage of solved crimes, number of people convicted (for the prosecution), number of perps nicked, and so on.
But even that is only a symptom: as I said a couple of times, if you have dumbass laws and a sizable part of the population that grows up in slums, far away from the full pots and the good life, you are making a job offer to everyone entrepreneur enough.
Children are not at fault for growing up with a single mom on welfare in some slum. What they learn as a kid has much more relevance than what comes after that.
