What is the difference between developers giving us a percentage or the community figuring it out by themselves? We did it for Heroes 3, for Heroes 5, can do it for Heroes 7. Why be angry?

Maybe you remember when during H5 beta, there was in-game "skillwheel", where you could see, what abilities each skill had and what you need to pick up, to get advanced ones? And maybe you remember, how it was removed after beta?
What was Nival response to this move? And what was their excuse for not including Aurelian's Skillwheel mod in game?
IIRC the reason was the same as now - so players could have their random skills.
I think Heroes 3 was only game, where skills percentages were explaned for players in manual. I don't remember this information in HoMM2, 4 or 5.
I think you only need to look into game files, to find all what you want. So it is only matter of time, before someone will post skills percentages.

No, that's not correct. The faction skill has no percentage assigned (look at the Bilashi example in your link). You have then 2x12% for the remaining GM skills, 3x10% for the M skills, 2x8% (?), 2x6%, 3x4% and 3x2%. That's sixteen skills instead of 10.
If you assume that 2.0 is way better than 1.8, then it can only be better, because now heroes can get potentially 16 skills instead of 10 - THAT is the main change. Now what you want to know, since there are more skills is:
a) which skills are 0% for each class (in the example it's important that you can't get Fire and Prime).
b) how are the percentages starting with the former Expert skills
TExample, why: Say, I want to play Haven Earth - I couldn't until now, but now I can. But what I want to know is a) which Haven heroes can still not get Earth, b) which Haven heroes have the best chance to get Earth? There will probably Heroes with 2% and heroes with 4%, and in that case I want a 4%ter.

You cannot compare H2-3 skills with H7 skills. The amount of H7 skills is huge and each skill has a maximum of 6 abilities which have a serious impact on your hero efficiency as well as your gameplay and strategy/tactics. In H3 all this was simplified, you only had to decide between one skill or the other. Take the garbage skills out of the equation and it was a pretty simple affair. At most you'd have to decide whether to wait for a specific magic skill or not.

True, but there also isn't any informaction that for example Overlords can't learn Water Magic. You must discover it yourself.
Heroes 7 only multiply this problem with lots of lots magic schools (because of lore ofc) and nonsensical classes.

Right.
What you have to know is
a) percentages for Offense and Defense for every hero (if the GM abilities are still what they were); you want get to GM with both, as boring as that is.
b) Percentages for the magic skills.
The last one is important. You have to adjust your mage guild in accordance with your hero development, and if you would always pick the two main magic skills they could have saved the trouble of changing this. Now, adjusting your mage guild at a point when your hero doesn't have the second magic skill is obviously a risk; not knowing the probabilities may mean you may run a VERY high risk, indeed, picking a more rare magic skill.

Is someone playing the expansion ATM? Can someone share his initial impression? Would be a bit more interesting then generic philosophy, Futurism, Vivendism, Erwanism, Hamsterism and whatever.

Expansion includes about 8 additional scenarios and skirmish maps (some of them included in patch afaik). And 8 campaign maps.

Heroes expansions used to be PACKED with extra campaigns. Now you get one new faction's campaign.
