Do you know what dessicated means? It means that something is preserved by drying. Conventional Liches body is still entirely intact, only dried out into a mummified form. The only thing added is the magical fluid that is the Namtaru Venom which restores all dried out muscles and organs. The magical properties of the Venom then start aging those tissues backwards towards perfection. So no, nothing is added, other than magical fluid, just restored.
Speculation that the ritual involves drinking Namtaru venom again which is not hinted at all and which had already been drank at the moment of becoming a Lich with the effects of desiccation and not rejuvenation. Doesn't stand.

Marzhin, I hope you relize that Ubi could defuse this whole situation by saying that the money/time spent on creating new necro models was actually going to be spent on more neutrals. That would shut some people up real good instantly. Promise them Efreet and Magic Elemental and all will be forgotten

Marzhin: In my opinion, each and every one of HoMM towns should deserve to look as good as a Link in a Zelda game.
Thinking reusing old models is a breather is a hinder to creativity.

And what about fat Justicars. Surely warrior women wouldn't be modern fashion models but rather more muscular or even bulky. More like you know ... modern javelin throwers in atlethics or even judoists. Historical sources of gladiatrix (yes they did exist for entertainment purposes back then - and yes they were most likely topless) supports this 
I mean. Men are always depicted as quite strong individuals in this types of games and movies (and rightly so, you need to be strong for melee fighting), but women don't seem to need that strenght .... or do they...

I can: not paying the whole story department during one whole year would not cover the costs of creating a single faction.
And what you describe is basically a 4X game. Arguably interesting, but would that still be Heroes? Not for me at least.

Also, the whole old universe was butchered, the only thing that makes it a heroes game it's the gameplay, so yes, it would still be a heroes game by these standards
