I don't know who coded diplomacy in Civ IV but he needs help.
AI offers me a tech I am 1 turn away to get it, then wants a tech I spent 12 turns to get + 1/7 of my treasury.
It's the only detail which lowers the game standard, it is basically impossible to trade whatsoever past monarch level, the way AI is coded makes that you always have to put 5 to 1 ratio to get anything. On the other side, in CIV3/5 you can run at zero science expenses for the entire game then easily pay every tech from AI.
