A friend of mine told me that there is some program that makes the RMG maps in Hereos 3 more balanced for all the players (resources, creatures etc). I dont't know if this is true, but if it is, is there such a program for the RMG of Heroes 5 too?

When I played the first mission in tribes of the east I encountered an army of 116cavalerys and 71 arch angles. Now, I only have 169warriors 43archers and 71 slayers.
What am I supposed to do? My army would get raped if I tried to kill them and if I wait AL gets more units.

You have apparently waited too much. I remember I explored the map and had many joiners so defeating the AI wasn't particularly hard.

I have questions about Tribes of East.
1. Where can i find LATEST skillwheel
2. How can i put it in game like with hammers of fate?
3. Is there possible to unlock all campains on my profile?

Skillwheel never changed but it should be somewhere in the manual sticky thread. Worst case scenario your original skillwheel has some wrong prerequisites like saying that dungeon needs pathfinding instead of scouting for swift mind, inferno needing estates instead of recruitment for gate master and missing mark of the wizard in prerequisites for remote control. Only thing that changed in 3.1 is some of the abilities' effectiveness.
You can only put the wheel in the game through a mod, I do not know if there is one for HoF but probably. Modders' workshop is the place to look for mods.
There is a mod to unlock campaigns yes.

Check your game version, if the mod is for hof it won't work for tote. Or it might have been designed for 3.0 while you have 3.1.. That's unlikely but do check. Unless you are looking at the wrong place in the interface?

Ah there lies the problem! Use the following path, put them in the UserMods folder of the game directory.
C:\Program Files\Ubisoft\Heroes of Might and Magic V - Tribes of the East\UserMODs

pardon me, TOTE came with skillwheel 3.0 but latest version is actually 3.01 with very small corrections (I'm not sure what they were)
& I wouldn't bother with the mod to display the skillwheel within the actual game tote 3.1 because the mod is out of date.
HoF used older skillwheel ofc & impossible to put ToTe skillwheel into HoF
