Hmm . . .
Well after much discussion on the matter over what the boys said. Most parties agree that the one boy is friends with my son on some level. We think he gave the money to my son but we don't know why. We think they made up the story about being threatened. In the end we believe the other boy has learned that he shouldn't give my son his lunch money. And my son understands now that he was wrong to accept it. I don't think it was a case of bullying. I think it was a case of "friends share money with friends". It's ok because both boys learned from it and I am aware that my son is conscious of money now. I think he likes to hold the bills in his hands. I knew this day would come.

Actually, I've had a few situations similar to this with my daughter giving her toys away, or books that she's read a few times. So far no money has passed hands, but some kids will just be very 'giving' in a desire to be liked.
I know with my daughter we had to have some conversations about how you should never feel like you need to 'buy' your friends. What came from that is that she just thinks that they'd be happy with them, and it makes her feel good to give. One of the friends that she often gives books to - or clothes that don't fit so well is a girl who lives in a very low income situation - so all in all, I'm quite proud of her
Maybe this boy just gave your son money so that he could feel good about doing something nice for him

Pandora,
I think you've hit the mark. Though I'm afraid while you and I share this philosophy, many people do not. Buying friends is what seperates me from a lot of people in my immediate circle of persons I communicate with. And I'll tell you they don't appreciate my saying it either. Not one little bit. You might be a very long distance from where my family and I live but you and your family occupy a good piece of my thoughts on a daily basis. It's good to know there are good people in this world. That is a very comforting thought.
