Each person here thinks he knows whats best for heroes and that his idea is the best in all the universes in existence. Ever.
They've tried that at Blizzard a few times. These are the results:

Stevie said: Well, I sincerely believe that brainstorming sessions between dedicated fans would prove a lot more constructive than whatever conferences they have at Ubisoft.
Well, I don't. As I said, (and I'm proved right every time I take a glance at blog or any fan forum) you can't find five people that would be completely satisfied with any idea.
Fact 1 - by ELB's own admission, they, the M&M team, do not have a vision about how Heroes should be. They're clueless.
Fact 2 - there is already a VIP group of dedicated long time fans which help them by promoting a sense of direction. And it's not only 5, it's about 30 of them, ones with which I had the chance to meet in person and talk with. That in itself disproves your case.
Fact 3 - there are many other projects acclaimed by a majority of people, ranging from unofficial expansions like HotA for Heroes 3, to just the simple tweak of a Heroes 7 townscreen that puts the original one to shame, which you can find here on this thread.
So no, I am positive that the fanbase would do a much better job with Heroes, and in the case of Heroes 7, especially compared to Heroes 6, it already has.

And proof of fact 1 is that questionable article? As Verriker would say, lol.
For fact 2 it doesn't matter how many VIP fans are there. What matters is do they agree on every aspect of the game in question and do they even have any impact on the game. I would say 'nope' in both cases.
As for fact 3 those simple tweaks are awful in most cases. Just bunch of people patting each other on the back. For unofficial expansion I really have problem with statement that majority of the people consider it better then official ones, because I think its simply not true.

Wow, that looks amazing! The wonders of photoshop and a creative mind to put those wonders to work. The way he looks at the composition is lightyears ahead of whoever designed the Heroes 7 military outposts.

If that was in the game, it would still retain many of the H7 screens' problems with the addition of being low on color to boot.
EDIT: That particular example at least. I'm sure the guy knows his stuff.

Well, of course it looks rather bland, but it's made from reallife photo's, intended to make it look like it actually exists in reality. Heroes townscreens are usually more vibrant and have a more fantasy feel about them. But at least the buildings are integrated rather than each on their own patch of land.

what is questionable about it? he quotes Erwin directly, "We don’t have a vision for how Heroes should be," so are Erwin quotes only considered reliable when they make Ubi look good, or what? lol
there is always the remote possibility that Erwin said "I can't see, I have no vision" as a joke after drinking too much tequila at the bar and got misquoted, I would use Occam's razor though lol

Yeah, I posted that image mainly to focus on the 'feeling' of a town. Final Fantasy XV is often full of grandeur to simply put on a Heroes environment all of a sudden (and stain it with spider goo).
Anyway, the whole picture I would enjoy seeing in Heroes is somehow like that, you see the whole town/kingdom, then there are some dwellings a bit far (from those units which might not fit properly in the middle of crowded streets, or maybe too wild to be walking about or being hired in a cottage), scenery, possibility of hiring units in their natural environment, town, citizens, support buildings, defensive buildings (which shouldn't be a mandatory: wall, moat, tower) etc.
Oh, well, but accordingly to them, making a complex game system is bad. I'm surprised that we have more than 1 unit per line up already.

Another image I find interesting:
Dark ambiance.
Flying city.
City on a cliff.
Another great city.
Dark wood ambiance.

Yes. You can even identify major buildings.
H5 town designs were also way over the top, and completely useless as a gameplay interface.
