1. The boy and girl should slump over as if dead. Then, all the cars will stop (or at least enough for them to get across the street) and they can suddenly get up and run into the hospital and jail.

OK, the answers.
1) The guy should throw the girl on the road. Then, he'll be taken to the jail, and she will get to the hospital
2) No problems. Just climp on the traffic light and show your butt! Drivers would think it's a red light and stop.

I'm going to go out on a limb here, but is "h" a vowel as well? If so, then I'm thinking the "d" represents e.

No. "h" is not a vowel. (I'd say this is enough clue of this type, but you can ask about how numbers relate to letters.)
