That's ridiculous thinking. It's more like probably being uneducated about that (no surprise since they're all either "Yes Sir!" and "Negative!" )
I mean, let's say we have these:
1) McCain
2) Obama
3) Bush (suppose it can be again)
4) Don't give a damn
Don't tell me 4 and 3 are the same...
4 is more like -- heck, I don't even know what those are babbling about, my choice would be random at best so I just Don't Give a Damn

My citizens are indifferent regarding politics, and I have no elections. Do you even know what that means? That they are fine with my current ruling. If they weren't, they would start a revolution. Or at least complain privately. But since I'm high on the list this also implies that my citizens are very unlikely to start a revolution, because they don't want anything changed. This also means they don't complain about how I rule, since they're indifferent about politics.

Then there is no politics, unless they discuss it. And if they don't care to discuss it, EVEN YOUR POLITICAL IDEOLOGY, then it doesn't mean they "like" it, they don't even discuss it. I suspect they are not educated enough for that.

Doesn't take elections into account either. It assumes political parties by default rankings 
I mean, what other option was there apart from "Don't Give a Damn" if there aren't any political parties?

That is ridiculous logic.
Because if you don't 'vote' with your opinion for the CURRENT situation you love so much, you are giving an easy win to the enemy. If you want to keep the current situation VOTE FOR IT (in this case, complete the survey or whatever). Votes are not used only for changing something lol.
Being indifferent means you DON'T CARE who wins (or at least, who is 'supported'). Being indifferent between Obama & McCain means you don't CARE who wins, not that you would like Bush to win.
It also means something like:
Q: Do you like Asheera's welfare system or TheDeath's welfare system
A: WTF is welfare?

In that issue (if I know what you're talking about) I chose the Air Force -- easier to deliver nukes without having to go into orbit (stealth bombers)

Not the funding issue, in this issue an admiral suggested me to build a "blue water" navy (blue water navy meaning the one that participates in operations outside my nation, like annexations, etc )
