As long as the government isn't in the way of the common man's social freedoms and ability to earn $$$, then what difference does it make?
And Skama is a Corrupt Dictatorship. And Mvassland has no income tax. How does the government make any money?

No, like I said before, companies bribe you for it -- they give you money with certain... conditions, and they compete for that (since after all, you're "government" and have a bit of more authority overall, even if no income -- so you basically need each other; but they compete in this bribing, which one of them to be in 'power' indirectly).

Ehm, you have some serious difficulties with the REAL world it seems
No, they give you money so you can invest in education, and they ask something IN RETURN -- such as, probably your cops just happened to look elsewhere when they... I dunno, do something that otherwise would bring them to jail?
