Well, I've presented my 5 cents' worth previously (here), but I will just throw in a few of the comments (again).

The name Sanctuary has been mentioned a few places of semi-official quality. I think it's a good name, and will stand well with the Naga being a neutral race.

The neutral status of the town seems like a logical choice to me. We currently have 6 towns, 3 good and 3 evil. The town alignments could be described as Lawfull Good (Haven), Neutral Good (Academy) and Chaotic Good (Sylvan) vs. Lawfull Evil (Inferno), Neutral Evil (Necropolis) and Chaotic Evil (Dungeon). This is just interpretation, but makes good sense in temrs of general characteristics of the game. We already know there'll be a Dwarf town, Fortress, that could fit in as a neutral town, probably Lawfull Neutral. An Orc town has been opted for, the Stronghold, and the Orcs would stand opposed to the Dwarfs, as Chaotic Neutral. This leaves room for the Naga as true Neutral.

I also see the Naga as very magically inclined beings, with Sorcery as a strong racial trade. The Neutral status of the Naga should also let them connect equally well with all the schools of magic, and would give them a special status with respect to the magic. I've described those thoughts elsewhere.

Finally, I should say that I took my Naga graphics from WOW3. I think the Warcraft graphics offers a satisfactory balance between the snake impersonation and the human impersonation, and would make for a believable race. I always opted for a strong aquatic connection, something I also based on the WOW setting and from the info hinted in the semi-official game material.

Naga come from the Hindu mythology. Essentially the Naga are snakes who can: a) take the form of a man or b) upper half man, lower half snake. They have many arms if they wish to. They are magical beings are in Hinduism and are good (aka not evil). They do indeed live underwater and so is their kingdom. So if you wanna put all their structures underwater, that would be cool. You know like the gungans in Star Wars 1: Phantom Menace.
That is really insightful Acibiades. Yeah it would make sense for the nagas to be neutral. I also agree with sanctuary. it sounds like a good name. Thirdly I would like to suggest adding lizardmen to the the lineup of the nagas. And lastly the Naga Hero should be a Sorcerer.
Creature suggestions:
1. Naga warrior type - with four arms and swords.
2. Naga shooter type
3. Naga queen type - caster + snake hair + petrify ability
4. Water dragon - 7th level creature
5. Some kind of lizardmen creature
6. Basilisk - I would like to see them return
7. Some kind of flyer - cuoatl perhaps...
I know its kinda weak baseline but we can start from here...

I would like to see all naga creatures as upper level 3+ creatures since they are described everywhere as powerfull so i cant see naga that is as strong as conscript... Perhaps some lizardman(or any other) slave race would be acceptable (but that again doesnt go along with naga being good, so maybe helpers or something instead of slaves)..

As for appereance,... i agree about 1 head, but im not sure about what number of arms would be good.... 4 would be too much similar to rhahatlokumaksahasa-s of the academy so i think it should be either 2,6 or 8...

I personaly dont like Warcraft style- looks, i would prefer "standard" heroes universe look.

As for level 7, i would like anything that is not a flyer... since 5 out of 6 current level 7 are flayers.... maybe shooter, tank.. or a caster

Level 7 should be a caster - to emphasize the sorcery connection - and there are currently no level 7 casters.

Dragon worshipers or not? Prefer yes...

High Sorceress or Queen as a ruler of a faction....
Plain sorceress as a hero...

Some random thoughts about history...

About nagas and medusas.. Ignore the queendom word, i just couldnt resist it
"Medusas used to be high ranked priestesses of the naga, worshiping the snake goddess <put name>, known for her cruelty towards any lesser races (all non-naga). At that time Naga had many lesser laces under their grip as slaves, including lizardfolk, known to the surface races as lizardmans. Lizardfolk were used as labourers throughout the queendom. High priestess were rewarded for their servitude by having their lifespan prolonged by great amount and having their hair transformed into number of snake heads, improving their senses and closening them to the snake goddes.
At some time in history, a fraction of naga worshiping Water Dragon, tried to overthrow the high priestesses but were repelled. They realised they will not be able to grow powerfull enough again for another attempt, so they asked for help.. they promised to set free all lizardfolk slaves if they help them defeat the priestesses, known in the naga language as "Medusas".. With the help of lizardfolk, dragon worshiping nagas owerthrew the medusa priesthood and established orderly faction and named Queen Dea as "First Queen of the Naga". In the aftermath of the civil war, naga set free the lizardfolk but gratefull lizards promised to come to naga aid whenever they are needed and many stayed in naga sanctuaries, but this time not as slaves....As for remaining medusas, they were exiled, and most of them live their still prolonged lives as hermits and neutral monsters, with especial hate towards their people, the naga.."

henceforth:
medusa - neutral unit...
special: cannot join any army that contains naga troops.

lizardmen/lizardfolk - low level units for naga faction...

also possible but not a must/have...
Basilisk - distant "realtives" of the lizardfolk

I love Yasmiel's ideas. I would think that the Naga Queens look like medusas with the snakes for hair and petrifying gaze if attacked at close range. They would be a level 6 creature. And they worship the Water Dragon God and the top creature would be like a water wyrm or water dragon but can't fly and has no legs... very sea serpent like but has the head of a dragon and scales and all that. Also the basilisk would have a lizardman riding atop of it and it would be a level 4 creature.

I was thinking of doing a naga town before, but seem that Alc already done it, and with much more effort and better too.... so I didn't complete mine..


but maybe I will dip my hand and give it try again, just for fun.

What about Conservatory? (I would really prefer this one)
Or some of these: Sanctuary, Guild, University, Temple...

Personally, I don't like Naga as primary water dwelling race, as it seem too "Blizzard-like"...  maybe Merman might be a good racial choice... (Under the sea~ under the sea~)

I was going to call it Aquarium for the town name...  

Maybe like Deep or Sunken Aquarium.

Sea nagas? Aquarium? I can see a water bowl with fish inside on the adventure map...
Thats ok, but swamp nagas would be better. And what would be the native terrain to sea nagas??? Swamp makes more sense. I dont say they *cant* have sea beings. Why not? I would like to sea some spiked sea turtles there! But would prefer swamp terrain/background.

I agree with the ideas of Yasmiel & SBlister. The idea of including Lizardmen with the Naga is very good. The proposed history is very nice, but we will work that out later.

Still we have no defenition of our naga. While the Warcaft Naga were very nicely done, but we can't use them if we intend to send in this town to Nival. Still I think we can safely say that our Naga have only 1 head and 2-4 arms. Which leaves the matter of the torso. I say we use a reptilian, humanoid torso. With that I picture a humanshaped torso, which is very muscular and coverd in large scales. I still prefer snakeheads for our Naga, with the female Naga resembling humans more, but still overall snaky.
Something like this for females, but without the wings:

Arent there any nagas in the Dark Messiah game? It would be very helpful to know.
And to that image: I would prefer naga look similar to Warcraft III, not like in the picture. If you want, I can draw some nagas how I see them.

I would prefer a swamp environment to a sea environment because the sea would too closely resemble the naga from blizzard. and i think the lizardmen will fit in nicely in the swamp. But it would be nice if half the buildings were underwater and then you scroll upwards, you'd break the water surface and you'd see some other buildings above the water. the lizardmen and their basilisks could have their dwellings above and the naga have theirs below the water's surface.
No giant turtles please... They would not serve any purpose.

Why not Conservatory? Sanctuaries are adventure map objects already!
And do you really like lizardmen? I think they were really lame in H3 and they dont even look good...
And part of the buildings underwater and part above sounds great!
Whats the problem with dragon turtles?
Got another suggestion: why not make basilisks giant snakes? (like in Harry Potter) not like the six-legged ugly reptiles in H3?

Alright I'll throw in my two sense. I'm already working on a large number of ideas including a Naga Town.
Personally I think "Observatory" or even "Preserve" are good names, as Sanctuary is already a neutral structure. Naga's aren't swamp dwellers though, they are water dwellers and I see no problem with their terrain being water. I mean Necro's don't even have a terrain..

The appearance of the castle on the map, it could be a lake with a series of alternating ring islands raising out of it, forming a kindom. This is the classic description of "Atlantis" before it sank.

As far as the appearance of the actual Naga goes, I'd say lower half is a snake, upper half is human with four arms, simply because it'll set them more apart from creatures like "Medusa" and "Mermaid". And I'm a big fan of Naga from HoMM3, That would be my vote anyway. Make sure they are sleek and graceful if they are water dwellers. I think it would be best to stray away from swamp Naga, but thats just my opinion.

I'd have to disagree with much of the suggested history, for the following reasons. In the Theory of History or whatever it's called, it says Wizards created beastmen. Now, Naga are a race that existed since the begining but, lizardmen, harpy, and medusa all seem to me to be wizard created beastmen, along with minatour and a few others. It also states in the theory of history that Naga choose their nuetral ideals of diplomacy at the begining. So things like slavery would be highly unlikely. However, I'd invision Naga to have a military simular to Wizards. 1 actual naga troop, the rest allies through diplomacy.

Suggested Lv7 would be Water Dragon, because Ubi is most likely to give them a dragon. However with the magma dragon it is clear they are going for dragons that are distincly different. I'd suggest a more snake like dragon (with shorter limbs) and make it a caster.

I'd think a Kraken in a water based kingdom would be a given. But since most combat and maps are land based, I'd suggest using the name bust straying away from the more popular giant squid like beast. I'd say go with an equally plausible giant crab type creature. Of course a high level caster would be a must too.

Anyway those are just a couple brainstorming points.
