First go to View->Map Properties
In the "General Map Properties" tab, you'll see a check box with the label: "Restrict Hero Level to:". Tick it and set a value in the next box (on its right). This sets the maximum hero level for the map (for ALL heroes)
For rumors, you'll still have to be in the View->Map Properties window, but select the "Rumous" tab. Click Add. There enter the rumor's text (in the Rumour Description box), select a town for it (some rumors are specific to some towns - for example a rumor about Angels should be only to Haven, etc - set this to TOWN_NO_TYPE for an universal rumor that will show regardless of what town you have), and then select a Rumor Weight - the higher this value, the more chances it will have to pop up at the Tavern.
About the walking paths, I'm not sure I get this question, but I'll answer how I understood it:
Normally, a map has all tiles "walkable". However, there are some things that make the terrain impassable. You can also make some tiles impassable yourself, with the Masks.
First it's important to see which tiles are passable and which are not. Go to View->Show AI Passability, and then some tiles will appear in red. Those that do means that they are impassable.
To make some tiles impassable yourself, use the Masks. On the right panel, where you also have the objects, there are multiple tabs. One of them is "Masks". Select it and "paint" the tiles which you want to be impassable.
Notice that those tiles that are impassable by themselves because of an object or something else can NOT be made passable with the "erase" function of the Masks.

Hi it is me again. I have some more questions about the map editor. First question: How do you delete a river?
Second question: What is the edit script button and what does it do?
third question: How do I make so that all castles have a hero from the start, when I tested the map Only player 1 could select a hero from the beggining. I have made all non-campaign heroes able to use ingame.

Regarding your second question, the Edit Script button lets you write the Map Script.
It is pretty difficult to understand it if you're not familiar with any type of programming (the Heroes 5 scripting language is based on LUA)
But nevertheless there are some interesting things you can achieve with scripts, which can not be achieved otherwise.
If you're really interested (I'm warning you it's pretty difficult for a complete newbie to the art of programming/scripting) I suggest you first read this Scripting Guide. After you have the basics you can also check out the Nival manuals about scripting, which are not really tutorials but references (HOMM5_A2_IDs_for_Scripts.pdf and HOMM5_A2_Script_Functions.pdf - both located in the "Editor Documentation" folder where you installed TotE).
btw, there is a Map Making Forum and a Map Making Tips Thread

Am I doing something wrong, or all spell and scrolls since patch 3.1 cast spells at no mastery?
It totally spoils my map!

I don't know about Scrolls, but Spells from Wands are always cast with Advanced mastery and Spellpower 8 (at least that's what it says in the Manual change log); don't know if it was like that before patch 3.1 though...

I Also think that with Scrool gives the spell you can cast the spell with no mastery if you haven't got currently needed Skill. So if you put Meteor Shower Spell and you will have Expert Destructive Skill then you will cast it on Expert level

Think the scroll will allow the hero to cast the spell at advancedmastery unless hero has expert skill. The advanced mastery is necessary, imo, otherwise the scrolls would be quite useless (what is the point of getting a free spell when you cannot cast it with any level of proficiency?)

I agree that casting the spell without any mastery would be ridiculous, but knowing Nival...
