I believe that as long as each town/creatures is different and balanced then the limit is infinite
Academy Heroes
I have divided the academy heroes into Scholars which are might heroes and magi which are magic heroes. And now for the academy heroes:
Vetus
Magi
On first glance to you or to her enemies Vetus is just an old lady but if you look closer you notice she is mumbling some words, as she finishes her sentence her many pets swarm upon her enemies
Specialty: Familiar Trainer: All Familiars in Vetus’s army gain a 1% bonus to attack, defense and speed per level
Scollo
Magi
What Scollo is to other mages, mages are to Knights, he is a bookworm, always studying, it was surprise when he said that he would like to join the army, he said “I’ve read much about creatures from other lands but now I would like to see them with my own old eyes”
Specialty: Arcane Lore: All mages gain a 10% bonus to mana while in Scollo’s army
Satimus
Scholar
Satimus was originally like every other Djinn noble except for one difference, his life bored him, he went out looking for adventure, and he thought, what better place for adventure then the military.
Specialty: Order of the Sultan: While in Satimus’s army Djinn spells are not random and may be picked by the player
Ioisus
Scholar
Ever since he was a little boy Ioisus was a prankster he could always give people a good laugh however he was picked on the drawing board so he now uses his abilities to help the army
Specialty: The Pranking: The hero may use his turn to pull a prank which deals a minus one morale to target enemy unit and gives plus one morale to all friendly adjacent units.
Vinumureus
Scholar
Vinumerus’s motto is “strength in numbers” and manipulates that with his genius phalanx strategy
Specialty: Phalanx: All units gain a plus 1% bonus to attack, defense, damage, and speed per hero level times the number of friendly creatures adjacent to it.
Venesuma
Magi
While most mages were learning how to draw out magic from them, Venesuma was learning to draw magic in to herself.
Specialty: Mana Thief: Venesuma may use her turn to steal 2% of the mana of a target enemy caster per hero level.
Terminus
Magi
While he was inside the silver cities he kept trying to convince everyone that he was the herald of the end and only he could protect you from being destroyed at the end of the world, many weaker creatures believed him
Speciality: Herald of the End: As soon as he is recruited Terminus may cast the spell Armageddon with zero mana as twice his caster level. When Terminus casts the spell Armageddon it does not harm creatures of the third tier or lower
I also have a question, what faction do you think I should do next?

Hmmm, I have to say, the tiers are also a bit too much, even for me, and i like variety and haivng many factiosn and creatures...how big shall the stacks of tier 1 units be, when you come to tier 12?!?

Hey, your are making the factions right now? Then you're pretty quick
As I've said before i liek your ideas and nine tiers are still many, but okay...would the heroes be able to fight with 9 stacks of creatures then?
Also, I would like to see the Tower and BAstion factions next...and also I'd wanna now what you meant with H3-asylum since I only now an asylum in H4

Castle Heroes
Here are the castle heroes which I have divided as either Death Knight for might of Banisher for magic
Venetox
Banisher
When Venetox was young he was given lots of fighting training by his wealthy parents, unfortunately he could never seem to get any of it perfect, and then one day he tried his hand at magic and was a prodigy at it! Now he leads the Castle’s mages however with his fighting training the mages are not as weak as they appear
Speciality: Mage Fighting: All mages in Venetox’s army gain a plus 1% bonus to attack and defense per hero level
Bestinst
Banisher
When Bestinst was a boy he came across a battlefield where the Death Knight had recently fought and lost, he found an injured Manticore trapped under a rock but still alive, he managed to save it, ever since he found it easy to tame the wild Manticores
Speciality: Manticore Trainer: Neutral Manticores always join him.
Incempa
Death Knight
For most Death Knights the apprentices are simply weaker warriors to fight with (they are not cruel, they just treat them like weaker versions of their warriors) but Incempa is different. She has a very kind demeanor towards them and gives them much practice and powerful weapons.
Speciality: Apprentice Lord: All apprentices gain a bonus 1% per every two levels Incempa has, also Apprentices morale are never less than two.
Occumbra
Death Knight
Many people never see Occumbra in battle, and that includes her enemies on the battlefield, her motto is ”If Strike First then you strike last
Speciality: Hidden in shadow: For every level Occumbra has all your units gain 1% of initiative
Tentariatt
Banisher
Tentariatt lived in Talon guard before Biara took control of it, demons destroyed her home and her family, she was lucky to escape, now anyone who has met her knows of her pure fury at the demons
Speciality: Demon-Hatred: All units in Tentariatt’s army gain 5% to damage when attacking or retaliating against creatures with the infernal ability
Defaeve
Death Knight
Defaeve is unlike most Death Knights for one reason, he does not want to kill the demons, instead he wants to try to turn them away from Urgarash and to Elrath and Sar-Elam.
Speciality: Demon Conversion: When Defaeve wins a battle 5% of all destroyed demon stacks join his army, but there is no morale penalty for him to use demons
Legata
Banisher
It has taken a long time but finally Castle has made an embassy with Haven, Legata is the ambassador. So she and her castle troops have no problems with Haven
Speciality: Haven Ambassador: If there are any Haven units in Legata’s army then all castle units gains a 5% bonus to attack and defense per hero level
Cultus
Death Knight
While most Death Knights balance their time practicing battle and praying to Sar-Elam Cultus nearly always is praying to Sar-Elam
Speciality: Favored of Sar-Elam: His Order bar fills up quicker
Racial ability of Castle: Whenever a castle hero defeats a inferno creature or hero his order bar increases a small bit, if his bar is full then he can go to a town and empty it to double town creature growth for one week and halves the cost of units

Story: The last battle of the Angels and the faceless were on an early island known as Atlantis, it was so extreme that the island sunk, the faceless got into underground caves and sealed them so that they would be saved but the Atlantean would drown, however they evolved into sea beings who just now have come up to destroy their old enemies, the faceless
Special Rules: Atlantean towns are on the water right next to the coast line meaning they can be sieged by non-Atlantean. Atlantean heroes can go anywhere on the water however need a chariot to go on the land, there is a new building which builds chariots allowing land heroes to go faster and non-land Atlantean heroes to go on the land, the Atlantean also can build this building instead of a shipyard

Trident-Warrior
Estus is a very rich Atlantean because she found a lot of gold in a sunken ship, this means that at any point she get the mercenaries to go a little bit harder
Speciality: Pirate Gold: Mercenaries she controls morale is always three
Flumen
Pearl Caster
Flumen once met a hypnotist who put him in a trance which allowed to walk on water just like the water-walkers except he could not do anything but that however the hypnotist died before he could put Flumen out of the trance, Flumen was stuck like that for twenty years when finally another hypnotist found him and got him out of it. However Flumen was so good at it now that his water-walkers strive to be as good as him.
Speciality: Water-Running: All Water walkers gain a 1% boost to speed when they are Flumen’s army per hero level
Tempestas
Trident-Warrior
Tempestas was always looking for a steed that was as vicious as she was, she tried everything she could think of, sharks, swarms of piranhas, giant crabs, etc. However one day she noticed a very large shadow going across the water, she eventually found out that it was a Kraken. And now she rides krakens into battle
Speciality: Kraken Rider: Krakens gain a 2% damage boost per hero level
Unda
Pearl Caster
Unda has extraordinary talent for controlling the waves and very often does that to gives her creatures a speed boost
Speciality: Mistress of the Waves: All Units gain a 1% speed boost if they are in the army of Unda
Glacies
Pearl Caster
Before battle Glacies freezes his creatures’ weapons making them much harder.
Speciality: Frozen Weapons: Each creature gains a 10% attack boost on the first three turns if they are in Glacies’s army
Nereus
Pearl Caster
Often known by the Greeks as the old man of the sea Nereus knows many things, so it is not surprising that he uses strange strategies often
Specialty: Wisdom of Weakness: All creatures in his army deal 15% more damage if they are attacking a creature of the same tier
King Poseidon
Trident-Warrior
King Poseidon sometimes goes into battle alongside his troops. Being beside the king of the Ocean makes Atlantean much stronger.
Speciality: All Atlantean gain 25% extra damage when retaliating against a creature of a higher tier while in King Poseidon’s army.
Racial ability: Flood: All Atlantean creatures can skip their turn to create a space of water underneath them, Atlantean gain various amounts of attack, defense, and speed depending on how deep the water is, which depends on the hero. Also Non-Atlantean units take what the Atlantean gain on water as a penalty

Death knight apprentice, death knight warmonger, death knight mage, death knight cavalry and death knight leader... Ran out of names? Actually the cavalry could just be called dread knights or black knights as in HOMM3. The thing about calling it death knight + a name which will be used again with another creature from a another faction, is a bad idea.
You also have a mercenary cavalry (another cavalry) and river cavalry.
you have some special rules with the atlantean faction. It can't be placed on land. This means that maps where you can choose which faction you would like to start with can't be made. The only maps in which you could play with an atlantean town are the ones designed for it.
since when have chariots become a part of HOMM?
Now I will write the good things:
Your heroes are VERY nice. Nice names(except king poseidon), nice abilities.

Making so many creatures that requires the grail sounds like a huuge waste of time..?
I usually never gets the grail, but wins anyway.. And when only one can have the grail, that one will win because of the gold bonus and town bonus, and now even faster with the higher creatures...
Anyway, everything else sounds awesome!

I agree with Gnu in you should never have more than one tier of units requiring the Grail, and stankelbenet raises a good point about names, if more that one or two tiers have the same prefix (Death Knights in the given example) you're either not being imaginative enough, or you're overextending yourself in terms of creature numbers.
Also remember that every tier you add gets more expensive, more powerful and less numerous, so you'll have to dramatically revise a few of the systems to keep everything in scale.

I will answer to one thing at a time, for the Death knights how about I just take off the prefix Death Knight, will that work? Also for the large number of cavalry that is part of Castle's style, fast and strong,
Also remember that the Tear of Asha/ Holy Grail units' building will also be found out as neutral building (though probably guarded.) Also here is the neutral faction Tower

Speciality: Secret Knowledge: Construct A-12 may use his turn in battle to put two random blessings on any friendly creatures or the reverse on an unfriendly creature
Construct F-48
Master Golem
Construct F-48 was once a human who trained pets for a living however was nearly killed and brought back to his former condition by replacing the destroyed parts of his body with mechanical parts. Nobody except him knows exactly what happened.
Speciality: Golem Trainer: All Cat golems gain 5% more initiative per hero level
Construct F-69
Master Golem
Construct F-69 spent nearly his entire mechanical life defending the King of the Halflings, when that king died having nothing else to do joined the army and nearly immediately bonded with the defensive nature of the gargoyles
Specialty: Gargoyle Guardians: All gargoyles gain 2% more defense and hit points per hero level
Construct H-23
Master Golem
Construct H-23 was sent along with a lot of other constructs to get the rare golden sheep which only live near the tops of very high mountains, every other Construct died however he managed to bring back the golden sheep. Being around the mountains for such a long time has given him a connection with rock golems
Speciality: Force of the Mountain: All rock golem gain 2% damage bonus per hero level
Construct H-51
Golem Official
Construct H-51 was created during a war between Abyss and Tower, he was built specifically to block Abyss spells
Speciality: Magic Deflector: All units gain 25% chance to block any spell targeting them, they gain an additional 25% chance the spell is a curse
Construct H-93
Golem Official
Construct H-93 has the brain of a human making him much smarter than the average construct, his motto is never stop fighting, it is possible this comes from his old human life where he was a dedicated general
Speciality: Automated Retaliation: All units in his army gain unlimited Retaliation
Construct K-99
Master Golem
Nobody knows exactly where this machine comes from, however he has become famed for his amazing accuracy
Specialty: Targeting Maneuver: All ranged units in his army gain 1% bonus to accuracy’
Racial ability: Reconstruct: Whenever a living stack of units die in a Tower hero’s army than they may immediately comes back as X% of the mechanical creature of the nearest tier (but cannot be turned into a creature of a higher tier.) The mechanical creatures are the golems and gargoyles.

Tower? Robots? Sorry,but I hate this idea.Yeah,it is original but too exaggerated.I simply don't find your Tower creatures (which are pretty good) been in the same town with some robots.

Okay they are not robots, I tried to think of better names for the heroes but failed, do yo have any suggestions for hero names, however there are numerous constructs in mythology such as the golems, gargoyles and Talos, all of which are in my creatures.

Just for a sneak peak I on how I try and re-make factions that have already done, I use various units from their line of history, for example Homm 1 and 2 Knight+ Castle of Homm 3+ Life of Homm 4+ Haven of Homm 5= Haven of Homm 6, then I think about the faction's concept and try to figure out what else to put in there

I think tiers 1 and 8 of your Tower faction should be swapped, seems more appropriate, and the heroes names should me changed, perhaps to some mythical golem figures, like Tammuz.
The other factions are awesome, great work
