Yes, it is very reasonable to fear they might collapse (and take nearby buildings with them), even if that hadn't been the case in terms of construction. Actually, it is one of the first things that would cross anybody's mind, if they're in the area.
You just don't get the inconsistency, do you. You can't claim something is a secret black-op and then also claim the mayor was instructed about it, so he passed that information to firefighters to warn people. What would be the point of that if the plan is to put the blame on the planes!
So even if we skip -the huge- inconsistency of a demolition being completely unnecessary (especially on nearby buildings which are obviously collateral damage) once the planes exist, claiming something as both a top secret black op and something that has been instructed to the mayor even before it happened is even more of an irrationality..
