I think I suggeted something similar like that befoe... but no matter..
Would be a intersting addtion. Not read every pages, but look like many intersting idea around for such "Mini Faction".
One thing I might suggest (if someone not say it befoe), where where when such faction is unconqure yet, they would have a roaming NPC hero too that partrol or roam around their terriotry (but won't travel too far). And they would attack those who come close (But won't catpure any buildings or get any gold and such)
More so, can also allie with those NPC factions (if you didn't conqure them). So you could pay off the Pirates, so they would not attack you when you pass their sea space...things like that.

i was thinking that you could get faction specific heroes for the mini factions, which could only be hired there. they may, or (depending on what people think) may not, have a racial skill. for instance, you could have a warlock, whose being smashed to peices by an enemy knight, suddenly a halfling (insert suitable halfling hero here) comes up and defeats the knight.

another possible mini-town is some kind of carnival theme! this should be fun...
The carnival!
Aka: The freaks
Associated colors: yellow, gold, red, green
Worship: a strange being known as the ringmaster
Country / kingdom: nomadic
Capital city: nomadic
Key symbols: clowns face!
Town Status: estate
the carnival is a gathering of outcasts who just want to entertian. finding that the new griffon empire disapproved of such, they know take to traveling around the world, putting on the greatest show on ashan. its not clear whether some of them have lost their sanity, but its certian that they aren't quite right in the head.
the carnival is devoted to hedoism. the performers can do whatever they want. often letting lose on the crowd the most unspeakable of things (Carol Vordaman! ARGH!). magicians, clowns, monsters and entertianers see this as a haven of creative and performing arts, whilst everyone else is scared witless of it.
lvl2> jester -> harlequin (and now, please welcome, cartwheeling terror!) mad!, enraged, cartwheels attack with large knives.
lvl3> bard -> musician of magic (put your hands together please for, the master of ministrals!) attacks with pure sound, raise the moral of allied creatures.
lvl5> magician -> illusionist (i will like a volinteer from the crowds, please)teleports with a drop of a hat (hoho) attacks with a magic box and swords.
lvl7> chimera -> centre stage chimera (presenting, ladies and gentlemen, the wonder creatures, the CHIMERA!) *floosh* enough said.

there were medieval and tudor carnivals, famously tudor carnivals, who had similar things to what i'm offering (ok, maybe not a Chimera). it would be an interesting mini-town, and it has a look and feel that is easily recognised.

no, this is serious. in 1672, a jester from a carnival butchered his mentor. in 1548, a jester and a dancing girl killed a nobleman and his wife for not paying them. even as far back as the 1200's theres records of jester murderers

Yes I know, but maybe the mini-town are enough, I'll post all bonuses and town structures later and maybe some town configurations...

well no, if these neutral factions are really going to be in the game then i think that we should only make a few, they cant be in scinarios only campaigns (Vokial has said that) so i don't know if we should make to many more
