@storm-giant: Ubi si known to reverse wrong stuff ... H6 was prime example in this. Most things H5 improved were taken away, while they kept stuff that was bad. Like you, I also don't know the reasoning, but Paragon is in line with this trend.
That said, I nevere liked this "bonus xp" skills/abilities. Reason is, even if it IS worth it, like in H5, and you end up with few extra levels, you also use a skill slot. Skill slot that could be used to get "important" skills earlier. When you reach lvl 30, which is the cap, you end up with weaker hero because of it. In small maps, the xp bonus won't be that good, and you would only net one, perhaps 2 lvl's and will still have less usefull (for combat) skills than your oponent. And I'm talking bonus XP, not bonus atributes here. Bonus atributes are cool, and I quite agree than H5 did it great.
Town planner suffers from oposite problem. It's the same as logistics now. And reason I don't like logistics, is the reason I don't like town planner. And reason I think logistics should go? In random skill system, it is imo too great advantage if it shows up in first 2-3 lvl's. It's also reason certain heroes are always picked unless banned (those who have logistics). HOWEVER, this is managable, because, unless you pick this hero with logistics at start, there's low chance, that you will get it in first 2-3 lvlups. After that, it's OK. It's still powerfull ofc, and gives you advantage, but not as much. Logistics has diminishing returns with higher levels, as there's less treasure to loot, and less buildings to build.
If skills are NON-RANDOM, then everyone's first skill is logistics. It's just too powerfull to skipp. At expert lvl, It gives one extra week worth of movement/looting/mine flagging each month. And if EVERYONE has logistics, it's the same as if NOONE would get logistics. It just becomes mandatory skill on lvl 1.
Town planner suffers the same fate. OP in random skills, mandatory in non-random skills.

Except not every Hero gets access to Logistics.
With regards to the Learning skill: why not have it add levels? You can simply reduce the exp needed per level (say, 20%?), so a Hero with Learning would be higher level at the same number of experience points as other Heroes without it. If the level cap is put at the points needed to get to level 30, a Hero with Learning might end up as level 35 or so at that same point total. The cost is of course that a skill slot is occupied by Learning.

So you get, what: +5 primary skills and a little extra damage for hero damage? Not really worthy, is it?
I'd rather stick to H5 Enlightment. Let's not forget that in H5, this skill severd a crutial role in boosting a stat your hero was weak in - for example, Necropolis heroes were usually very low on knowledge, and between the extra stats from Enlightment and the intelligence perk you could rank up a healthy amount of mana.

In H6, every hero could get logistics. But you have a point, that's actualy a good side of hero classes with 10 skills each, like H7 will have, as oposed to each hero having access to all skills. Besides, in H7 I know I'll play with random skills always.
But then there's another side, where heroes with access to logistics and economy, will be considered more powerfull. BUT they can balance this with them lacking in other skills departments ... yes ... maybe hero classes will actualy prove to be good idea.

Well ... if you put it that way, yes. But it's a mid-range skill, because you get your level-ups earlier, until it levels off at the level cap. And of course, you know as well as I do that I just took a number which would have to balanced towards the stuff you could get instead of Learning. As such, the bonus might be higher, it depends.

this should be REOPENED, back in the day, it wasnt clear like this. i like it now because i just realised how this system constructed to work with classes etc etc... cogwheels revealed, take another look to it now.

Me neither, I usually became too bored around level 17-19 and abandoned the game all together (talking about H6)

Anybody knows why there should be a level cap at all? There will be XL maps, I hope (single/coop). H3 heroes had their slots filled at about Lvl 20, but could indefinitely increase primary stats.

seriously though, whatever map (singular, try and prove me wrong here) will be about the same size as a medium h3 map. mark my words, it will happen.
I don't think the level 30 cap will be a big problem.

Higher level cap and softer experience was like the most wanted mod for H5, over the last few months I have seen it requested again no less than 5 times. Smart move from Ubi to lower the cap
